The 1987 issue of Soviet Military Power, a cold war Pentagon publication, warned that the Soviets might be close to "a prototype short-range tactical RF [radio frequency] weapon." The Washington Post reported that year that the Soviets had used such weapons to kill goats at 1 kilometer's range. The Pentagon, it turns out, has been pursuing similar devices since the 1960s.

According to above information, the Pentagon has been pursuing similar devices since the 1960s. Therefore, the US life controllers should have this kind of weapons by the late 1960s.
If the hidden emitters of such kind of weapons have been installed on lights poles every kilometer, the operators can murder any victim (including suspecting victims who has no protection) outside victim's home and kill unknowing victim anywhere (including in the unknowing victim's own homes).

Beside radio-frequency, the microwave weapon, infrasound, chronal gun, and laser gun can also be used to induce death on the victims (by inducing disease such as kidney, liver, gall-bladder dysfunction and lung disease, etc. Then, these life controllers can killed these victims by inducing organ failures on the victims).

The above technique are especially used to suppress their opponents without most victims' knowledge. That's because victims can be killed as if they died from natural cause.
