19 March 2003 BRUSSELS — The United States has warned Belgium about the effects of its so-called genocide legislation that allows suits against foreign leaders on what Washington considers to be politically motivated charges. Secretary of State Colin Powell told reporters in Washington that if such prosecutions proliferated, it could be difficult for senior officials to visit Belgium, home of the Nato headquarters. On Tuesday the families of victims of a US attack on a shelter in Baghdad in 1991 during the first Gulf War announced they planned to file a complaint in Belgium against Powell, former President George Bush, Vice President Dick Cheney and former US commander General Norman Schwarzkopf. The complaint would be under Belgium's genocide law, which enables courts to hear human rights cases, wherever the crimes were committed in the world. Colin Powell was chairman of the joint chiefs of staff under Bush, father of the current president, when the US went to war against Iraq in 1991. US pilots on 12 February 1991 attacked an air raid shelter in Baghdad, killing more than 400 people, most of them women and children. The most prominent case so far under the disputed Belgian law was a complaint against Israeli Prime Minister Ariel Sharon of Israel for his alleged role in the massacre in 1982 of Palestinian refugees in Beirut. That case, temporarily suspended while Sharon has immunity from prosecution as prime minister, has severely strained relations between Belgium and Israel. Forwarded for your information.
