Q. If Saddam has weapons of "Mass Destructiuon" why has he not used them yet?
A. Maybe he doesn't have any and this is just one big propaganda charade conconcted by the US Governement.

No. There is no UN Resolution currently in effect that permits the US (or any country) to invade Iraq without additional authorization from the Security Council.
The Invasion is a unilateral act.
However Bush has not said he is invading Iraq to enforce UN Resolutions but to protect the US from a 'threat' from Saddam.
