Climate change was repeatedly brought to the attention of the public and politicians by disturbing National Academy of Sciences reports and sensational journalism. Scientists and officials kept on trying now and again to create some kind of centrally organized national program or institution. For example, a NASA "Global Habitability" program seemed to provide an opportunity, but never became an important funding center. In 1978 a proposal was floated to establish a national CO2 directorate at the MITRE Corporation, a Cold War think tank, but this too was turned down.

The next generation civil and military polar orbiting weather satellite will replace the Air Force's current Defense Meteorological Satellite Program (DMSP) satellites and the National Oceanic and Atmospheric Administration's (NOAA) civilian polar-orbiting weather satellites.

Naturally, I instantly sought out information on DMSP (Defense Meteorological Satellite Program) knowing full well that people that are technically inclined, as well as people that FANCY themselves technically inclined are prone to the use of jargon. Considering that the use of technical terms might be useful but wanting to avoid any trappings that would potentially be invested in the architecture of the Google search engine (bugs designed to inhibit flow of certain kinds of information) I crossed the acronym DMSP with the word 'auroral' to avoid any HAARP filters.
I got too many so I narrowed the search to look for items ALSO containing the words 'satellite' and 'climatological.' This too yielded a bit so I further narrowed the search to contain the word 'barium.'
The Environmental Technology Laboratory at the National Oceanic and Atmospheric Administration, a meteorological think tank in Boulder, Colorado seems to be into OTH, or over-the-horizon
radar, and it seems to involve, ahem, BARIUM. Over-the-horizon radar is another of the endeavors highlighted by yours truly in my investigations to the D.C. instigators.

The link between HAARP and chemtrail activity was established after the confirmation of barium contaminated rainwater and snow samples collected after observed aerial sprayings. Since one of the key patents for the HAARP technology, U.S. Patent #4,686,605, proposes the “release of large clouds of barium” to enhance its performance, it is believed that HAARP is now up and running on a global scale.

In 1994, APTI was sold to one of the largest intelligence contractors in the world, Raytheon E-systems, which is a subsidiary of one of the world’s largest defense contractors, the Raytheon Company. In the fall of 1997, Raytheon successfully merged with the above-mentioned owner of the geoengineering Welsbach patent, Hughes Electronics, making the new Raytheon Company the owner of both the global cooling technology and of the HAARP technology.

There are three main ingredients to do this: The first being HAARP which are large fields/farms of antennas that heat up and latch onto the ionosphere (or charge up). Most of these are located in Canada and Alaska.
Second is the spraying (chemtrails), which is done quite often. DO YOU LOOK UP? They spray Barium which is also found in magnets. It's very conductive and extremely light. In order for HAARP and our NORAD radars to control the weather they need
something conductive to latch onto. Chemtrails are sprayed around radars to keep them primed!

The third key to this technology are the radars which are ran by NORAD. NORAD is ran by the military for air defense. Oh yeah and it also does weather forecast. Our radars are very much large magnets/batteries. One radar can have a (-) charge and another (+) charge. More or less we have 140 batteries around this country. These radar do a lot: they move air, create highs and lows and absorb/create energy. See the picture for reference. Only 10% of the radars make those blast!
