-Caveat Lector- Time for Bush and Kerry to Resign from Skull & Bones   To the Editor:   “It’s too secret to talk about” is all that George W. Bush and John Kerry are allowed, by their own account, to tell the American people about their membership in Skull & Bones, the Yale-based secret society whose strict code of silence has shrouded its behind-the-scenes activities in American politics for the past 100 years. Their deference to this code in oddly identical public statements raises a question. Are the nation's top Republican and (currently) top Democrat accountable to the American people or to the furtive leadership cult that paves their way to the White House?   This question cannot be dismissed as mere fodder for conspiracy theorists, at least not as long as the American people are entitled to hard information about any organization that can demonstrate its power, as Skull & Bones has just done, to co-opt the leaders of both political parties in full public view. Sooner or later, a vigilant press will provide this information. To date, an anemic press has provided infotainment. Mythic tales of blood sacrifices, nude wrestling and sexual confessions delivered from coffins have dominated press coverage of Skull & Bones, even in the New York Times (White House Letter: Nude Wrestling? Good Practice for Politics, Feb. 2).      The visible embarrassment of the president and the senator in their curtly dismissive public statements about Bones suggests an inability on their part to confront two threats to democracy of which most Americans are painfully aware: unprecedented covertness in the White House and unprecedented voter mistrust towards the nation’s money-driven political system. Skull & Bones has long been a force for secrecy and money in American politics. Under the circumstances, there is only one honorable option. To demonstrate their accountability to the American people, George W.
