U.S. Generals Say They Never Approved Coercive Means

WASHINGTON (Reuters) - Three top U.S. generals on Wednesday denied approving
coercive interrogation techniques to soften up Iraqi prisoners but
acknowledged there may have been confusion at lower levels of the U.S.
military.

Army Gen. John Abizaid, who is responsible for military operations in Iraq
and Afghanistan, told the Senate Armed Services Committee there were
systemic problems at Iraq's Abu Ghraib prison, where U.S. personnel took
photographs of detainees being abused and sexually humiliated that have
shocked and angered Americans and fueled anti-American anger overseas.

"Abuse has happened in Afghanistan, it's happened in Iraq, it's happened at
various places. I think the question before us: is there a systemic abuse
problem with regard to interrogation that exists in the Central Command area
of operations," Abizaid said.

But asked by West Virginia Democratic Sen. Robert Byrd to explain what he
called a "culture of abuse" in the prison system, Abizaid denied that any
such culture existed.

The hearing took place shortly after the first of seven U.S. soldiers
accused of abuse pleaded guilty in a U.S. special court-martial in Iraq.

The court sentenced Spc. Jeremy Sivits to the maximum one year in prison and
ordered him discharged from the army for bad conduct. Sivits had reached a
plea agreement under which he will testify against some of the six other
soldiers indicted. He also confessed to pushing a prisoner into the now
infamous picture of a pile of naked Iraqis.

At the hearing, senators focused on an order issued by Army Lt. Gen. Ricardo
Sanchez, commander of ground forces in Iraq, putting the notorious Abu
Ghraib prison, previously used as a torture center during former Iraqi
President Saddam Hussein's rule, under the command of a senior military
intelligence officer.

Sanchez said that his order was for security purposes to defend the facility
against attacks by Iraqi insurgents. It did not place military police at the
jail under the control of intelligence officials.

HUMANE TREATMENT DEMANDED

Sanchez also said he had issued several directives in 2003 and 2004 making
it clear prisoners were to be treated in accordance with the Geneva
Conventions and requiring that "all interrogations be conducted in a lawful
and humane manner, with command oversight."

He categorically denied authorizing U.S. jailers to seek approval for
techniques including sleep deprivation, stress positions, use of guard dogs,
and sensory deprivation to soften up Iraqi prisoners for interrogation. The
only written approvals he gave were in 25 cases to hold prisoners in
isolation beyond 30 days.

"I never approved any of those measures to be used within the CJTF-7 at any
time in the last year," Sanchez said.
But Abizaid acknowledged there may have been confusion about the
relationship between military police and intelligence at the prison.

"Our doctrine is not right, it's just not right ... What do the MPs do, what
do the military intelligence guys do, how do they come together in the right
way? And this doctrinal issue has got to be fixed if we're ever going to get
our intelligence right to fight this war and beat this enemy," he said.

Abizaid also disclosed that the U.S. military has investigated 75 cases of
abuse of prisoners in Iraq and Afghanistan since late 2002.

He promised to follow the trail of evidence wherever it led and hold
accountable those who are responsible

Committee Chairman John Warner told the hearing the Defense Department has
located another disc of images related to abuses of Iraqi detainees.

Also testifying was Maj. Gen. Geoffrey Miller, deputy commander for detainee
operations in Iraq, who had previously run the U.S. prison and interrogation
center at Guantanamo Bay in Cuba, where hundreds of suspected enemies of the
United States are held without trial in open-ended detention.

Miller denied that coercive measures banned by the Geneva Conventions were
used at Guantanamo Bay. He described conditions there are "humane detention
and interrogation that reflected America's values."

The hearing came as the Pentagon was disputing a recent report that the
abuse of Iraqi prisoners grew out of a secret plan approved by Defense
Secretary Donald Rumsfeld to toughen interrogation methods to fight a
growing insurgency.

But some Republicans have begun complaining that Congress is paying too much
attention to the abuse and distracting attention from the main mission in
Iraq.
