--- Begin Message ----Caveat Lector- How Officials Benefitted from Halliburton Bribery Scandal - InvestigationDaily Champion (Lagos) ANALYSIS September 30, 2004 Posted to the web September 30, 2004 By Achilleus Uchegbu Lagos DETAILS are beginning to emerge about the identities of Nigerian government officials who benefited from the Halliburton bribery scandal over contracts for the Nigeria Liquefied Natural Gas, (NLNG), Limited project. French investigators probing the bribery scandal have unearthed correspondence suggesting that Halliburton's chief negotiator, Jeffrey Tesler, a lawyer, discussed the transfer of $40 million allegedly in bribes to a former Nigerian leader. Though the investigators have not yet got a lead into whether the money was actually paid and how they were however, told that a former Nigeria oil minister had a fair share of the deal. A Shell technical adviser on the project, Mr. Michael Walson told the investigators the said ex-minister asked at every meeting "for something." The "something" he alleged included plane tickets for his son to travel to the United States of America, and payment for a medical treatment abroad. He said however, that Shell turned down the request. But the fresh investigator discovered that Mr. Tesler allegedly transferred $2.5 million into the Swiss bank account of the particular minister which he held under a false name between 1996 and 1998. Tesler confirmed making the payment but said it was meant for an investment in offshore oil exploration leases in Nigeria. Also a former NLNG chief was said to have had direct dealings with Mr. Tesler and had collected $70,000 from him (Tesler) as loan, which he never repaid.
