The man, Ilya Mafter, a long-term employee of the Open Society Institute (OSI), founded by financier George Soros, was also a consultant in Belarus for the U.N. Development Program, the U.N. agency said. Mafter has worked for more than a decade for OSI to help build infrastructure in Belarus, Russia, the Caucuses and Central Asia, OSI spokeswoman Laura Silber said in New York. He was in Belarus to expand Internet access, Silber said. In Minsk, the Belarus capital, KGB chairman Leonid Yerin said Mafter was arrested for “pocketing part of the sums entrusted to him,” according to the Interfax-Ukraine news agency. He allegedly committed fraud against the Belarus mobile telephone operator Velcom, Yerin was quoted as saying. Belarus has one of the most restrictive policies on Internet access in the region. Yerin has argued that the KGB needed to exert control over the Internet because it was used by terrorists and organized crime. A State Department official, who asked not to be named, said an American citizen had been detained and U.S. Embassy personnel had visited him in detention. But the official declined to elaborate, citing the man’s privacy rights. Silber said OSI had not been informed of the charges. OSI president, Aryeh Neier, called “on Belarus authorities to release him as soon as possible.” The arrest came on the heels of a referendum designed to allow President Alexander Lukashenko, accused in the West of running roughshod over human rights, to run for office for a third time. The Organization for Security and Cooperation in Europe, which sent 300 observers to polling stations, said the voting was held in a “climate of fear,” amid a lack of debate and a free press.
