estate in the city... to keep the French Quarter protected, the ninth ward

sacrificed... people are afraid to speak out... everyone who was near there
heard the bombings... they bombed seven times. That’s why they didn’t fix
the levees... 20 feet of water. Gators. People dying in water. They let the
parishes go, not the city center. Tourist trap was saved over human life.
A six year old girl was raped in here.. 9 year old boy killed. A man in the
shower beaten. No hot food. No help for elderly."
Another evacuee: "Over 20 rapes per night happening inside this place.
They bring in national guard for media purposes. Bush wants us to stay
here to raise his ratings. Some workers are stealing the good stuff, like
shoes."

11:22 Now I’m speaking to someone else, another woman, who says some
people report having witnessed "bomb sounds," believe 17th street levee
and others were blown up to manage water flow and protect more valuable
portions of real estate.
Evacuee: "They blew the levee to save the city..." Saying a barge broke the
levee. She is from St. Bernard Parish. "More expensive places were saved
at the expense of the neighborhoods that aren’t as valuable... Rebuilding
Bourbon Street matters more to the government... that’s what mattered to
Governor Blanco..."
Although the effort was trumpeted in the media as an example of grassroots
ingenuity in the face of disaster, local officials with the Federal
Emergency
Management Agency have nixed an attempt by Houston activists to set up
a low-power radio station at the Astrodome that would have broadcast
Hurricane Katrina relief information for evacuees.
The project was unplugged even though it had key support. On Monday,
the Federal Communications Commission quickly granted temporary
licenses to broadcast inside the Astrodome and the adjacent Reliant
Center. The station was also backed by the Houston Mayor’s office
and Texas governor Rick Perry. But local officials said FEMA
bureaucrats KO’d the station—dubbed KAMP “Dome City Radio”
—because of “security concerns.”
“They wanted unlimited access to the buildings, which we could not
give to anyone in the media,” said Gloria Roemer, a spokesperson for
Harris County, which has jurisdiction over the Astrodome complex.
Currently reporters are allowed in only on 15-minute guided tours.
According to Roemer, FEMA officials also believed they could not
allocate “scarce” electricity, office space, and phone and Internet
access to the volunteer station—even though activists say they offered
to run the station on batteries and use their own cellphones.
Supporters of KAMP, which was set to launch at 95.3 FM, blame
red tape and bureaucrats seeking to “manage the news.”

Update: Explosive Residue Found on Levee Debris
NY Times science reporter Dr. Andrew Revkin writes about "the 17th Street
Canal, the source of most of the water swamping New Orleans" that "officials
and [Army Corps] engineers said that after they had found the widening gap
in the concrete wall on the eastern side of the canal, they had no
quick-response plan to repair it."
Lt. Gen. Carl A. Strock, commander of the corps, said "plugging the gap
was a lower priority." The corps is directed by FEMA. "It is FEMA who
is really calling the shots and setting priorities here," he said.
Dr. Shea Penland of the Pontchartrain Institute was surprised because the
break was "along a section that was just upgraded. It did not have an
earthen levee, it had a vertical concrete wall several feet thick."
"After failing to close a 300-foot break in the canal through which most of
the
floodwater entered the city, federal engineers decided last night [August
31st]
to take the battle with Lake Pontchartrain to the lakefront."
Alfred C. Naomi, a senior project manager for the corps, said "there were
still no clear hints why the main breach in the flood barriers occurred
along the 17th Street Canal, normally a conduit for vast streams of water
pumped out of the perpetually waterlogged city each day and which did not
take the main force of the waves roiling the lake. He said that a low spot
marked on survey charts of the levees near the spot that ruptured was
unrelated and that the depression was where a new bridge crossed the
narrow canal near the lakefront."
This would refute the speculation that a dip in the retaining levee or walls
might have allowed water to slop over and start the collapse.
We have an unexplained crack in several feet of concrete. FEMA decided
not to plug it and let the water flow until a US city was flooded. Thousands
drowned.
