Spy steps in for Bush in Canberra

A TOP US spy who has helped shape the Bush administration's post-9/11
anti-terrorism strategy has been called on to fill the breach as acting US
ambassador to Australia from July.
US embassy staff in Canberra confirmed yesterday that Carol Rodley had been
appointed as the embassy's deputy chief of mission, replacing the existing
chief of mission and acting ambassador Bill Stanton.

Ms Rodley, the current acting assistant secretary for the US State
Department's Bureau of Intelligence and Research, looks likely to step in as
acting ambassador after George W.Bush's nominee for the position hit a block
last week.

Australia has been without a US ambassador since close Bush ally Tom
Schieffer left the post in February last year to take up the prestigious
role of ambassador to Japan.

The 14-month wait has prompted political observers to question how much the
US values the relationship with Australia. Mr Bush finally nominated his
long-time friend and Yale alumni Robert McCallum for the post last month,
but Senate approval was stymied after Democrat senator Dick Durbin acted to
put a hold on the nomination.

Senator Durbin said Mr McCallum should not be given a position of trust
while he was under investigation by the Justice Department for his role in a
case against the tobacco industry. As Associate Attorney-General, Mr
McCallum has been accused of pressuring Justice Department lawyers to reduce
the amount of compensation payable by the tobacco industry for its
decades-long denial that nicotine is addictive.

Mr McCallum has denied the allegations, but his nomination remains on hold.

A spokeswoman for the US embassy in Canberra confirmed yesterday that Ms
Rodley would be required to step in as acting ambassador when Mr Stanton
leaves for Korea, if Mr McCallum's nomination had not been approved.

As one of Washington's most senior spies, Ms Rodley is responsible for
briefing Secretary of State Condoleezza Rice, and before her Colin Powell,
on issues of national importance, including terror threats in the Middle
East and Asia-Pacific.

Ms Rodley told a US senate committee hearing on intelligence last year that
Indonesia posed the most serious terror risk to US interests of all nations
in the Asia-Pacific because of the presence of Islamic extremist group
Jemaah Islamiah.

"This is of particular concern because of Jemaah Islamiah's affiliation with
al-Qa'ida," she told the hearing.

"So the question of targeting US interests is one we are very concerned
about."

Ms Rodley has helped oversee the creation of a "Team al-Qa'ida" and the
implementation of intelligence reform recommendations from the 9/11
Commission report.

In Australia, she is expected to liaise with domestic intelligence and
law-enforcement agencies on terrorist threats within the region.

The career diplomat, with more than two decades' experience in the foreign
service, has worked in South Africa and was deputy chief of mission in
Cambodia from the late 1990s.
