JERUSALEM (March 12) - Israel has recalled its ambassador in El
Salvador after he was found drunk and naked with sex toys lying
nearby in the yard of his official residence, Israeli media reports
said on Monday.
A foreign ministry spokeswoman confirmed that the ambassador,
Tsuriel Raphael, was recalled but offered no details. "The ministry
sees his behavior as unbecoming of a diplomat," the spokeswoman said.
Israeli media reported that local police found Raphael in the yard
of the official residence in San Salvador. The reports said he was
drunk, naked, and bound and gagged with a rubber ball in his mouth
and sex toys lying near him.
The foreign ministry spokeswoman said the incident took place two
weeks ago.
"As soon as the episode was brought to attention of the foreign
ministry it reacted and the ambassador was recalled to Israel. He
is going to remain in Israel," she said.
Israel would seek another ambassador in El Salvador, an Israeli
official said.

Tsuriel Raphael -
currently Director of the Israel Information Center which prepares and
distributes Foreign Ministry publications and written material.
Formerly in 1998 Raphael was Minister-Counselor at the Embassy of
Israel in Madrid. His area of responsibility was the political
sphere:
the peace process, the Israeli-Palestinian conflict and other issues
pertaining to the Middle East: north Africa and the Mediterranean;
Israel's bilateral relations with Spain and the Spanish role in the
EU.
In 1995 Raphael also was the Foreign Ministry's Counselor in charge of
the U.S. Congressional desk, in 1983 he was a member of Israel's
Delegation to the 38th UN General Assembly session and then served
as First Secretary for Information at the Embassy of Israel in
Washington, D.C.

On February 6th, Israel Council at Purdue, Purdue Objectivists
[i.e., Ayn Rand-ian] Club, and The Consulate General of Israel to
the Midwest presented Israel: A Political Update by Tsuriel
Raphael. It was well attended with over 40 students, faculty,
alumni, and members of the community. The talk lasted for about 35
minutes with 30 minutes of discussion. Subjects included the peace
process, the Iranian nuclear threat, the recent Palestinian
elections, and the upcoming Israeli elections.
