Before rushing off for its August recess, Congress gave George W.
Bush another blank check for spying on Americans and foreigners alike.
The "Protect America Act of 2007" lets Bush order spying on anyone
who is "reasonably believed to be outside the United States" --
language so vague that it presumably would cover Americans who
travel to Canada or Europe.
Though most Democrats opposed the bill, their leadership let it fly
through to avoid "soft on terror" charges.
