-Caveat Lector- I worked in a state EPA agency in the early 80's. They could not get industries, espeically utilities, to put pollution control equipment to cut down on SO2 and particulates. Don't you know it cost too much. Eventually industry lawyers pushed through pollution trading, where if a company or plant worked to clean up its act and proved it emitted less, it could SELL its cleanliness to a dirty company or plant who needed to expand.
