Senior intel officials, said mistake began with "educated guesses" by the CIA about the location of the target. The error was compounded when the mis-identification went undetected because government maps and electronic databases showed the Chinese Embassy in another part of Belgrade, miles from the address it moved to in 1996. To guard against similar failures, Defense Secretary Cohen announced a tightening of procedures for updating U.S. defense maps and intel records to account for changes in the location of foreign embassies and other facilities of critical interest in a military op. Among the new measures, will be a requirement to cross-check the location of proposed targets with analysts who have firsthand knowledge of the sites. [Comment: What a drastic innovation -- check targets with those that know.] Cohen also said intel agencies will take unspecified measures to "strengthen the internal mechanisms and the procedures for developing target information," including "new procedures for updating maps." Further comment: What is needed is a reform of the procedures and personnel of CIA -- its intelligence has failed for most of its 50 plus years -- so do not count on any significant or determinant changes. The CIA is and always will be a covert action agency that uses its intelligence to support policy. Its intelligence in cases relating to policy merely provides cover for, and propagandizes its operations. Unfortunately the CIA also thinks it is an intelligence agency. The leadership of the House Permanent Select Committee on Intelligence -- some who are ex-CIA operations officers -- revealed the CIA must continue to have strong paramilitary and increased media [disinformation] capabilities. Getting accurate intelligence from this organization is like getting blood from a turnip.
