-Caveat Lector- ========== "We determined some time ago that it was not a good idea to link human rights and trade." --- Madeline Albright on US policy towards China U.S. House Marks Tiananmen Amid U.S.-China Tension WASHINGTON, May 26, 1999 -- (Reuters) With U.S.-China tensions at new heights, the House of Representatives on Tuesday voted overwhelmingly to commemorate the 10th anniversary of Beijing's bloody Tiananmen Square crackdown and condemn China's human rights abuses. On the same day that a congressional report accused Beijing of extensive espionage at U.S. nuclear weapons laboratories, the House approved a non-binding resolution seeking an official Chinese inquiry into the army's June 4, 1989 crackdown on pro-democracy demonstrators in Tiananmen and a reevaluation of its official verdict in the case. "We call on the Chinese government to show respect for human rights," said Representative Frank Wolf, a Virginia Republican and co-sponsor of the resolution. "I am convinced the Chinese government cannot last much longer." The 418-0 vote came as the release of a lengthy report on China's alleged efforts to steal U.S. nuclear and technological secrets cast a pall over U.S.-China relations, already strained by the NATO bombing of the Chinese Embassy in Belgrade this month and the resulting anti-American protests in Beijing. Lawmakers said the incidents provided a perfect opportunity for Congress and the Clinton administration to reevaluate the U.S. relationship with Beijing, particularly with the annual debate on renewing China's trade status looming this summer. "We shall not rest until China becomes a free and open and democratic society," said California Representative Tom Lantos, a Democrat. "The Chinese people deserve no less." In Beijing, a Chinese Foreign Ministry spokesman criticized the resolution on Tuesday and accused U.S. lawmakers of vilifying China and "wantonly distorting" facts about the Tiananmen crackdown. "By making irresponsible remarks on China's internal affairs, they have fully revealed their anti-China political face," spokesman Zhu Bangzao told reporters. Hundreds and possibly thousands of people were killed in 1989 when Chinese troops crushed a month-long series of demonstrations in Tiananmen for greater freedoms and attacking government corruption. The congressional resolution asks China to establish an investigating committee to look into the massacre and to order prosecutors to open formal investigations designed to bring those responsible to justice. It also calls on Beijing to release dissidents from prison, compensate the families of those killed in the crackdown and allow Chinese exiles to return home. Chinese officials in Beijing have refused to reassess the action, saying the decision to use military force against unarmed demonstrators was correct and the conclusion would never be changed. In recent weeks, dozens of dissidents known to be organizing activities to mark the anniversary of the 1989 crackdown have been arrested, drawing protests from pro-democracy groups in Hong Kong, the United States and around the world. "The human rights situation in China has not improved," said Representative Nancy Pelosi, a California Democrat and a prime sponsor of the resolution, which she said was "not about economics, not about politics, but about remembering."
