Maybe, and maybe the military's own poor planning and prioritizing (a word
the military made up and loves to use) may be the real problem.  When I
worked in an office at Andrews AFB, MD., We had two real emergencies in which
men scrambled in panic and we sent trucks downtown.

The first emergency was in what we called "farm quarters."  Our generals
lived in those.  It seems that one general's wife discovered that while her
front and back doorbells both went ding, the place she was visiting (the farm
quarters of another general) had a doorbell that went ding at the back door
and one that went ding, ding at the front door.  Needless to say her new
doorbell was procured and installed before she even got back from her visit.

The next emergency of such importance was when a general's wife was having a
coffee.  She discovered that she had run out of the special pink and purple
polka-
dotted toilet paper that went with the guest powder room.  It seems that the
toilet and sink were pink and purple polka dotted.  The announcement that the
Russians were coming could not have generated more action.

The problem with our congress is that very few of them ever had military
experience or even experience with the military.  The military will cry
forever, but their real problem is the support of the enormous and
unnecessary number of general officers they have.  The stud books are getting
larger and larger, and with the wonderful medical care they still receive
(even though the rank and file do not), they live forever.   Perhaps the real
reason we won WWII was that we had very few generals, and they didn't get in
each others' way or bust the budger taking care of their idiosyncrasies.
