The Cox Select Committee Report, released Tuesday after
months of behind-the-scenes haggling, provides striking
detail to a truth many Americans have known for a long
time. "The People's Republic of China has stolen design
information on the United States' most advanced
thermonuclear weapons...that the PRC's next generation of
thermonuclear weapons, currently under development, will
exploit elements of stolen U.S. design information [and
Chinese] penetration of our national weapons laboratories
spans at least the past several decades and almost
certainly continues today."

Regrettably, the press--and the television networks
especially--have not given this story the attention it
deserves. Only two networks led their nightly news
broadcasts on Tuesday with the Cox Report. And what
coverage there was tended to emphasize the sitting
commander-in-chief's lack of culpability. There is plenty
of blame to go around, we are assured.

First, let us understand that the Cox Report is a
bipartisan document. The select committee chairman,
Congressman Chris Cox of California, ought to be commended
for his patience and tenacity. In an atmosphere of hard
partisanship, Cox exposed facts that are dark with
treachery and danger, and he got all of his colleagues to
agree. Nevermind that some of them soft-pedal or back-pedal
now. They have signed their names.

Second, bipartisanship or no, the country is in danger.
President Clinton and his team assured the public on
Tuesday that steps are being taken to ensure that the
breaches in security at America's secret nuclear research
labs will never happen again.

But polygraphs and export controls come too late to do much
good here. The Chinese already have what they need. Their
next generation of nuclear weapons will be built using
American designs. Now what does the president have to say
about that? What does he intend to do about it? When will
we have a resolute defense policy? When, above all, will we
have a missile defense for ourselves and our allies?
