There's LOTS of 'homelands' in Russia that'd rather not be run from Moscow. The sooner and deeper they're online, the faster they'll be 'free'. I cooked up a method to destroy the USSR about 20 years ago but nobody listened: CB radio. Airdrop tens of thousands of cheap CBs across the rural regions. People would grab'em, set up ad-hoc nets to coordinate their economic and other activities, leapfrogging past the major development block: lousy communications [roads, phones, etc]. Moscow only 'controls' that vast landmass by being able to direct troops & food & fuel & materials from place to place - and that's never been done well. Provide people with tools to coordinate movement, and Moscow is instantly redundant.
