There's LOTS of 'homelands' in Russia that'd rather not be run from
Moscow.  The sooner and deeper they're online, the faster they'll be
'free'.  I cooked up a method to destroy the USSR about 20 years ago
but nobody listened: CB radio.  Airdrop tens of thousands of cheap CBs
across the rural regions.  People would grab'em, set up ad-hoc nets
to coordinate their economic and other activities, leapfrogging past
the major development block: lousy communications [roads, phones,
etc].  Moscow only 'controls' that vast landmass by being able to
direct troops & food & fuel & materials from place to place - and
that's never been done well.  Provide people with tools to coordinate
movement, and Moscow is instantly redundant.  Install wireless Net
hookups in all those 'homelands', and the Kremlin loses, big-time.

I don't know if data-sheltering is a good long-term strategy for a
ministate; piss off enough maxistates that way, and they'll exert
pressure [bombs].  Reagan didn't invade Panama JUST to get Noriega.

Hmm, I seem to recall that - don't have a copy on hand, but my SF-
writer-inlaws might have it stashed in their massive library.  As for
the "virtual vs physical state" thang, see Heinlein's FRIDAY, eh?
