Or, California [Baja & Norte] and Oregon and Washington and B.C.
and Alaska may merge into Pacifica; or the region may divide into
Nuevo Aztlan and Ecotopia.  The major port zones [SanDiego/Tijuana,
L.A./LongBeach, S.F.Bay, Eureka/Arcata, CoosBay, Portland, SeaTac,
Vancouver, Anchorage] may emerge as independent city-states, each
dominating, but not responsible for, its hinterlands .

Ya, follow the money.  Garreau suggests the answers in NINE NATIONS.
But, follow the money: who's financing the Southern Party, or any
separatist movements?  Who finances militias, Xian Identity, the
Klan, any group bent on balkanizing the U.S.?  Who's paying, and
what're their expected payoffs?  What's the quid pro quo?
