-Caveat Lector- U.S. Warns North Korea on Missiles By GEORGE GEDDA .c The Associated Press WASHINGTON (AP) - The Clinton administration used the impending visit of South Korean President Kim Dae-jung to renew a warning to North Korea on Thursday that it would suffer ``serious consequences'' if it tested another long-range ballistic missile. Officials have detected signs in recent days that North Korea is planning such a test. Concerns about North Korea's intentions are expected to dominate Clinton's meeting with Kim on Friday. Tensions between the two Koreas have been accelerating. On Thursday, a meeting between the two Koreas in Beijing ended in acrimony after just 75 minutes. No date was set for a new meeting. That setback occurred on the heels of a deadly clash in the Yellow Sea on June 15 when a North Korean torpedo boat was sunk, killing about 30 sailors. Asked about the North Korean missile program, State Department spokesman James Foley said the United States views the program as a ``serious threat to the region and to our nonproliferation interests.'' ``We've repeatedly made clear to Pyongyang that any further missile tests would have serious consequences for our relations with North Korea, with direct implications for the prospects of moving forward with improved relations,'' Foley said. North Korea generated alarm in northeast Asia and beyond last summer when it fired without announcement a long-range missile over Japan. That rocket was a two-stage missile and is believed to have had a range of about 1,000 miles. Some experts believe that a new missile North Korea is developing is much more powerful, possibly capable of reaching Alaska. Also on the agenda for Friday's meeting is a discussion of Kim's policy of engaging North Korea. He said last week that attempts to pressure North Korea will only make it stronger. His schedule Friday also includes a meeting with former Defense Secretary William Perry, who is undertaking a review of U.S policy toward North Korea. Kim will spend the weekend in Philadelphia. During a July 4 ceremony there, Kim will receive the Liberty Medal in recognition of his efforts on behalf of freedom in South Korea. He will visit Canada Monday and early Tuesday.
