Restricting the Executive Orders
Constitutional vision of separated powers necessary for
liberty

One of the chief complaints of the American colonists
against King
George
was that he had usurped powers that were not rightfully his,
and then
used
those powers to the disadvantage of the people.

In the ensuing years, those revolutionaries created a
federal government

that was not only strictly limited, but also strictly
divided among
three
co-equal branches, each with unique and limited powers and
each with a
coequal duty to uphold and sustain the Constitution of the
United
States.
Under a truly constitutional approach to our government,
every branch
has
the ability to check the abuses of power by the others.

But this system of "checks" has grown drastically out of
balance, if
indeed
it ever truly was in balance. But the errors of the past,
whether
distant
or
recent, should not be reason to leave the future shackled to
reckless
policies grown from disdainful philosophies.

The most glaring example of our out-of-balance system is the
power of
the
president to create laws through the use of the "Executive
Order." Our
system grants all legislative power to the legislative
branch, while
Chief
Executive exists to "faithfully execute" those laws. ...

I have introduced legislation, along with Rep. Jack Metcalf
of
Washington,
that would bring our federal system into proper balance. The
Separation
of
Powers Restoration Act (HR2655) prohibits a presidential
order from
having
the effect law by restricting the scope of the directives.
In addition,
it
repeals the 1973 War Powers Act, which -- despite the
constitutional
prohibition -- granted broad war-making authority to the
Office of the
President. Further, the legislation suspends all of the
"national
emergencies" which have been declared since 1976, when
Congress last
canceled them. Still on the books are "emergencies" relating
to Iraq and

the Soviet bloc. These emergency declarations give
presidents great
authority, even if the situation no longer presents a threat
to our
national
security.

Finally, and perhaps most significantly, my legislation
grants legal
standing to individual Members of Congress and Senators,
state officials

and, of course, private citizens who believe a president's
Executive
Order
has overstepped constitutional bounds and negatively
impacted them,
their
rights, their property or their business. ...

government is
being established through the Regional Planning Commissions

World Government - Is our country ready?
      Much has been said in recent years about world
government and the United
Nations. The United Nations denies that it has such
aspirations. The truth
lies
in their own publications.   Quoting from the United Nations
Human
Development
of 1994 page 88:
     "Mankind's problems can no longer be solved by national
governments.
What is needed is a World Government. This can best be
achieved by strength-
ening the United Nations system. In some cases, this would
mean changing
the role of UN agencies from advice-giving to
implementation. Thus, the FAO
(Food and Agriculture Organization) would become the World
Ministry of
Agriculture, UNIDO (United Nations Industrialized
Development Organization)
would become the World Ministry of Industry, and the ILO
(International Labor
Organization) the World Ministry of Social Affairs."
      What can we expect from a world government?
Private land ownership a thing of the past.
      1. Land, because of its unique nature and the crucial
role it plays in
human
settlements, cannot be treated as an ordinary asset,
controlled by
individuals
and subject to the pressures and inefficiencies of the
market. Private land
ownership is also a principal instrument of accumulation and
concentration of
wealth and therefore contributes to social injustice; if
unchecked, it may
become a major obstacle in the planning and implementation
of development
schemes. Social justice, urban renewal and development, the
provision of
decent dwellings-and healthy conditions for the people can
only be achieved
if land is used in the interests of society as a whole."1

Governmental control of population.
      "3. A human settlement policy must seek harmonious
integration or co-
ordination of a wide variety of components, including, for
example,
population
rowth and distribution, employment, shelter, land use,
infrastructure and
services. Governments must create mechanisms and
institutions to develop
and implement such a policy."2
      5.23 An assessment should also be made on national
population carrying
capacity in the context or satisfaction of human needs and
sustainable
development, and special attention should be given to
critical resources,
such
as water and land and environmental factors such as
ecosystem health and
biodiversity."3

Local Agenda 21
      The United Nations officially began a partnership
program in 1992
between
local communities and International Council for Local
Environmental
Initiatives.
The purpose of this organization and the partnership is to
help implement the
United Nations agenda within the local communities.  Twenty
three local
governments (Chattanooga, Portland, Atlanta to name a few)
have joined this
partnership.  The process is continuing through out the
United States. 4

Conclusion:  The ideology of the United Nations and the
United States are
incompatible. If this country is to retain it's
representative republican
form of
government, we must withdraw from this flawed organization.

THE WHITE HOUSE

For Immediate Release:  May 25, 1999

EXECUTIVE ORDER:  INTERAGENCY TASK FORCE ON THE ECONOMIC
DEVELOPMENT OF THE SOUTHWEST BORDER
      By the authority vested in me as President by the
Constitution and the
laws
of the United States of America, and in order provide a more
rapid and
integrated Federal response to the economic development
challenges of
the Southwest Border region, it is hereby ordered as
follows:
      Section 1.  Establishment of an Interagency Task Force
on the Economic
Development of the Southwest Border.
      (a) There is established the "Interagency Task Force
on the Economic
Development of the Southwest Border" (Task Force) that
reports to the Vice
President, as Chair of the President's Community Empowerment
Board
(PCEB), and to the Assistant to the President for Economic
Policy, as Vice
Chair of the PCEB.
      (b) The Task Force shall comprise the Secretary of
State, Secretary of
Agriculture, Secretary of Commerce, Secretary of Defense,
the Attorney
General, Secretary of the Interior, Secretary of Education,
Secretary of
Health
and Human Services, Secretary of Housing and Urban
Development, Secretary
of Energy, Secretary of Labor, Secretary of Transportation,
Secretary of the
Treasury, Director of the Office of Management and Budget,
Director of
National Drug Control Policy, Administrator of General
Services,
Administrator
of the Small Business Administration, Administrator of the
Environmental
Protection Agency, or their designees, and such other senior
executive branch
officials as may be determined by the Co-Chairs of the Task
Force.  The
Secretaries of the Treasury, Agriculture, and Labor shall
Co-Chair the Task
Force, rotating annually.  The agency chairing the Task
Force will provide
administrative support for the Task Force.
      (c) The purpose of the Task Force is to coordinate and
better leverage
existing Administration efforts for the Southwest Border, in
concert with
locally
led efforts, in order to increase the living standards and
the overall
economic
profile of the Southwest Border so that it may achieve the
average of the
Nation.
Specifically, the Task Force shall:
      (1) analyze the existing programs and policies of Task
Force members
that relate to the Southwest Border to determine what
changes, modifications,
and innovations should be considered;
      (2) consider statistical and data analysis, research,
and policy studies
related to the Southwest Border;
      (3) develop and recommend short-term and long-term
options for promoting
sustainable economic development;
      (4) consult and coordinate activities with State,
tribal, and local
govern-
ments, community leaders, Members of Congress, the private
sector, and
other interested parties, paying particular attention to
maintaining existing
authorities of the States, tribes, and local governments,
and preserving
their
existing working relationships with other agencies,
organizations, or
individuals;
      (5) coordinate and collaborate on research and
demonstration priorities
of
Task Force member agencies related to the Southwest Border;
      (6) integrate Administration initiatives and programs
into the design of
sustainable economic development actions for the Southwest
Border; and
      (7) focus initial efforts on pilot communities for
implementing a
coordinated
and expedited Federal response to local economic development
and other
needs.
      (d) The Task Force shall issue an interim report to
the Vice President
by November 15, 1999.  The Task Force shall issue its first
annual report to
the Vice President by April 15, 2000, with subsequent
reports to follow
yearly
and a final report on April 15, 2002.  The reports shall
describe the actions
taken by, and progress of, each member of the Task Force in
carrying out
this order.  The Task Force shall terminate 30 days after
submitting its
final
report unless a Task Force consensus recommends continuation
of activities.
      Sec. 2.  Specific Activities by Task Force Members and
Other Agencies.
The agencies represented on the Task Force shall work
together and report
their actions and progress in carrying out this order to the
Task Force Chair
1 month before the reports are due to the Vice President
under section 1(d)
of this order.
      Sec. 3.  Cooperation.  All efforts taken by agencies
under sections 1
and 2
of this order shall, as appropriate, further partnerships
and cooperation
with
organizations that represent the Southwest Border and with
State and local
governments.
      Sec. 4.  (a) "Agency" means an executive agency as
defined in 5
U.S.C.105.
      (b) The "Southwest Border" or "Southwest Border
region" is defined as
including the areas up to 150 miles north of the United
States-Mexican border
in the States of Arizona, New Mexico, Texas, and California.
      Sec. 5.  Judicial Review.  This order does not create
any right or
benefit,
substantive or procedural, enforceable at law by a party
against the United
States, its agencies, its officers, or any person.
