China is Mobilizing Reserves

HONG KONG — The independent South China Morning Post said
Thursday China had mobilized thousands of militiamen and
reservists as part of a military build-up in Fujian province, off
Taiwan, to pressure the island.
The Post quoted a defense source as saying most of those
non-regular forces — including demobilized soldiers — would come
from Fujian.
The rest of the planned force of more than 500,000 would be drawn
from provinces in the Nanjing Military Region, which has
responsibility for Taiwan, it said.
The source said training had started for thousands of militiamen
and reservists.
"While the leaderships had yet to decide on any action to be
taken against Taiwan, the mobilization of non-regular forces
showed Beijing did not rule out the possibility of a large-scale
military engagement,'' the newspaper quoted the source as saying.
Relations between Beijing and Taipei deteriorated last month when
Taiwan President Lee Teng-hui unilaterally abandoned the
long-standing "one China'' policy.
Lee junked the policy, which has helped underpin East Asian
security for decades, in a bid to break Taipei out of diplomatic
isolation imposed by Beijing.
China, which regards Taiwan as a breakaway province and has
threatened to invade if the island declared independence, has
said Lee's move was a "dangerous step'' down the separatist road.
Tuesday, Taiwan's defense ministry said it did not believe an
increase in military activity by Communist China would lead to an
attack on the island over its demand to be treated as an equal.
The ministry also accused Beijing of using Hong Kong media to
spread the news of its combat readiness and military drills to
wage psychological warfare against the island.
