A PLAN OF ACTION AFTER THE COX REPORT

As many Americans know, the continuing allegations of Chinese espionage and
the transfer of U.S. technology to China has marred U.S. - China relations
for many years. Now with the May 25 release of the report by the Select
Committee on U.S. National Security and Military/Commercial Concerns with the
People's Republic of China, chaired by Rep. Christopher Cox (R-CA), these
allegations have been affirmed and proven with facts.
This three-volume classified and partially declassified report details the
China’s widespread effort to obtain U.S. military technology by any means,
legal or illegal. For many lawmakers, this is the last straw in trying to
build good relations with China.
RENO AND BERGER MUST GO!
Unfortunately, espionage is not our only problem with Communist China. That
nation's leaders continue to commit human rights violations, and there are
charges that Communist China violated its nonproliferation commitments and
allegations that the Communist Chinese government was involved in making
illegal financial contributions to influence the U.S. presidential election.
After reading the Cox report, which uncovered the Clinton administration’s
failure to respond to suspicions of Chinese espionage, I have called for the
resignations of Attorney General Janet Reno and President Clinton’s national
security adviser, Sandy Berger.
The facts in this report are all too disturbing and highlight the dangers of
espionage against the United States. It has been proven that China stole
design information on the United States' most advanced thermonuclear weapons.
The FBI asked the Justice Department over the course of a year to wiretap Wen
Ho Lee, a computer scientist at New Mexico's Los Alamos National Laboratory
who is a central figure in the spying allegations. The Justice Department,
headed by Reno, denied the FBI request several times. This is a disgrace to
our national security -- and Lee has yet to be charged for a crime.
In addition, Berger claims that he told Clinton last July about the stolen
computer documents. However, Clinton now denies that he was ever informed of
the incident. Someone is obviously not telling the truth regarding this
matter, and the person or people who are to blame should be held accountable.
The theft of these nuclear secrets from our national weapons laboratories
have enabled and will enable the communist Chinese to design, develop and
successfully test modern strategic nuclear weapons sooner than otherwise
would have been possible.
TIME FOR AN ANNUAL ACCOUNTING
Our veterans have fought and are still fighting to preserve the national
security of our country, and the Clinton administration continues to sell our
security to foreign nations through waivers such as the one granted to Loral
Space & Communications, which was involved in the espionage. The American
people are now at risk because of the neglect of the administration to stop
the extensive espionage by communist China.
The stolen, classified computer documents include information regarding even
U.S. thermonuclear warheads, which currently are part of the U.S.
ballistic-missile arsenal. Congress now has the duty to investigate this
matter thoroughly and demand accountability of those involved. The American
people deserve no less.
To begin congressional involvement, I have introduced an amendment to the
Fiscal 2,000 Defense Authorization Bill that would require the Defense
secretary to prepare an annual report on the military capabilities of the
Chinese. The House Rules Committee has approved my amendment, and it will be
called to the House floor after the Memorial Day congressional break.
I believe my amendment is a great start for Congress, not only to put
pressure on the White House to force Reno and Berger to resign but also to
improve our intelligence gathering so Congress and the American people are
fully informed on national security concerns.
My amendment would require an annual report, which would contain both
classified and unclassified material. The report on the findings of Chinese
espionage aimed at acquiring advanced nuclear and other military capabilities
from the United States further demonstrates the need for such an annual
report.
The annual review of Chinese strategy and capabilities is required to assess
the nature and purpose of growing communist Chinese military power. My
amendment would highlight the long-term trends in Chinese political goals,
strategy, and military forces and budgets.
AIRING GRIEVANCE TO MAINTAIN WORLD STABILITY
Because of the failures of Reno and Berger, our nation is now 10 years closer
to a nuclear buildup between the United States and communist China and the
Asian region. All Americans should demand the resignations of Reno and Berger
because of their lack of oversight, which has led to a dangerous national
security situation. China and the United States face a difficult road in the
coming months. It is essential that the two countries communicate their
outstanding dissatisfactions with each other so that hopefully U.S.- China
relations can get back on track. This will take effort on the part of the
White House and the entire Congress so the world can become stable again.

While not going far enough by a long shot, Ney's article is a step in the
right direction. Ney should have added Clinton to his list of people who MUST
go. In the last paragraph, he would have been much more accurate to say that
"as long as Clinton is in office, the world will remain unstable."
The Chinese understand one thing: STRENGTH, especially when it is subtly
applied, as in the Asian martial arts.
