Tabasco state Gov. Roberto Madrazo is being helped by high-powered advisers Penn, Schoen & Burland, while former interior minister Francisco Labastida has approached heavyweight James Carville ahead of the Institutional Revolutionary Party's (PRI's) first primary in November. ``The (Madrazo) campaign is Mexican, but we have experience and expertise that we can bring to it, Doug Schoen of Penn, Schoen & Burland told Reuters by telephone Tuesday. Charging at least $10,000 a day, or retainers of $50,000 a month, according to industry sources, U.S. political advisers have gone global. Penn, Schoen & Burland has taken part in campaigning in up to 50 countries in the past 20 years, Schoen said. Carville -- the man who came up with ``Its the economy, stupid, for the Clinton campaign in the 1992 U.S. presidential race -- helped new Israeli Prime Minister Ehud Barak to victory in May, having done the same for British Prime Minister Tony Blair in 1997. Carville was unavailable for comment, his office said. Jennifer Laszlo, a Washington-based political consultant not involved in the Mexican elections, said U.S. advisers had been in demand for several years. ``But its started to explode, she said. ``We are so far ahead of everybody else were at the cutting edge because we spend so much money and never stop having elections. The U.S. influence is coming across loud and clear in Mexico's PRI primary campaign, which marks the first time in the party's 70 years in power that it has put its choice of presidential candidate to a democratic vote. Madrazo's campaign has broken all the rules, replacing the usually staid television spots of traditional Mexican politics with witty and provocative criticism of his main rival. Labastida personally has not yet hit back. But observers note that a vehement personal attack on Madrazo by Labastida's campaign coordinator, Esteban Moctezuma, who compared the controversial governor to Adolf Hitler, coincided with a visit to Mexico City by Carville. Schoen, working in partnership with consultant Zev Furst, was careful not to take credit for Madrazo's campaign, which has catapulted him from upstart to serious contender. He said the successful spots were the product of the ''creative genius'' of Mexican publicist Carlos Alazraki, who knew how to strike a chord with the Mexican people. ``My sense is that the Mexican people deeply want change, Schoen said. Help from the north is not to everybody's liking, especially when it brings with it the big money and adversarial politics of U.S. electioneering. ``What weve seen is the hard-hitting, no-holds-barred political use of the media. Thats entirely unusual for Mexican politics, said Mexican consultant Andres Rozental, adding: ``I think Mexico is probably worse off for it, especially when it involves an enormous reliance on money. But the influence of U.S. advisers in Latin America may be doing more than just spicing up campaign spots. It may also be encouraging a profound cultural transformation, some say. Laszlo said Latin American politics had traditionally been decided ``by an oligarchy, a bunch of affluent men, who set policies from the top down. U.S. advisers may be persuading their clients to listen to what the people want. ``This completely changes everything. The message replaces the party as the most important element, she said.
