-Caveat Lector- =========================== The Committee for National Solidarity Tolstojeva 34, 11000 Belgrade, YU UPDATE ON DECLARING SERBIA A TERRORIST STATE Conference on S1234 - which as passed would declare Yugoslavia a Terrorist state (a foreign affairs appropriations bill) and its companion H 2606 Since my July 16th column on this bill, ("Yugoslavia: Give us your assets or we kill your children - http://www.originalsources.com/OS7-99MQC/7-16-1999.1.shtml) many of you have written to your members of congress and spread the alarm to others. As passed by the Senate 97-2 (only Sen. Bob Smith and Sen. Robt. Byrd voting "No") S1234 would make it impossible for Yugoslavia to restore electrical power and heating to Yugoslavia following destruction of those plants by NATO bombs. The section which declared Yugoslavia a terrorist state was the work of Sen. Mitch McConnell of Kentucky, a Republican and Sen. Frank Lautenberg of New Jersey, a Democrat. Mitch McConnell is the chairman of the Appropriations committee and Sen. Patrick Leahy of Vermont, is Ranking Member. I talked to aides of Sen. McConnell, Sen. Leahy and Sen. Hatch of Utah personally about my concern that this provision would kill thousands this winter in Yugoslavia - especially children, the ill and the elderly - if they are deprived of heat and electricity. Sen. McConnell's aide seemed genuinely concerned about that possibility. Sen. Leahy's aide also seemed concerned, noting that the bills was the work of the Republicans (although it wasn't - Sen. Lautenberg was co-sponsor of the provision on terrorism) and Sen. Hatch's aide spoke strongly in favor of the provision saying"That's what they deserve for choosing a man like Milosevic." The final Senate bill had the terrorism provision in it. At the present time the bill has been through the Senate Conference committee and a conference report written. That committee is headed by Sen. McConnell. The Conference report (see http://thomas.loc.gov/cgi-bin/cpquery/z?cp106:sr081:) HAS RETAINED THE TERRORISM PROVISION UNDER GENERAL PROVISIONS - see Sections 525 - on declaring Yugoslavia a terrorist state, and Section 578 on sanctions against Yugoslavia. I first thought, after a discussion with Sen. Hatch's aide, that this provision was removed by the Senate Conference Committee. It was not. It had been moved to "General Provisions." So, as it stand coming from the Senate, the Bill is HR 2606 and it contains the provision which will prohibit any assistence to Serbia, which now contains the largest number of refugees in the area, well over a million, and which has had its civilian electrical plants and power plants badly damaged by American bombs. As written, Section 525 prohibits not only the United States from providing any aid, even to refugees in Serbia without Clinton's specific approval, but requires the Secretary of State to use available funding in other programs to try to prevent other nations from assisting Yugoslavia to restore electricity and heat for the rapidly approaching winter. For example, the USA could threaten to cut off IMF aid to Russia if it sells steel to Serbia to rebuild the bridges we destroyed. This bill now goes to a House-Senate Conference. Section 537 provides: SERBIA The Committee intends that none of the funds provided under this heading, or in this Act, may be made available for reconstruction or development activities for the Republic of Serbia, outside of Kosova. The Committee would support a substantial increase in democratization activities in Serbia and Montenegro, excluding Kosovo, including increased assistance as authorized under the Support for East European Democracy Act of 1989. The Committee is recommending a new general provision, section 537, that would prohibit funds from being made available for assistance for the Republic of Serbia. Such assistance is not appropriate at the present time. On September 14th the House selected its Committee. Send a letter of e-mail to committee members, or better, call their offices to demand that, inasmuch as NATO and the KLA have now driven nearly all the Serb, Gypsy, Goran, Jewish, Turkish and Egyptian citizens of Kosovo out of the province, mostly to Serbia (which now has more than a million refugees) this provision hurts not only the Serbs, but approximately 4 million non-Serb citizens of Yugoslavia and the entire Balkan region. For example, Slovenia will not be able to sell its steel to Serbia either .
