Update on National ID status:

Following is an update from Ron Paul's office on the status of the
effort in
Congress to repeal section 656 of Public Law 104-208, the Illegal
Immigration Reform and Immigrant Responsibility Act of 1996, (IIRIRA).
This
is the law which mandates that, after October 1, 2000, federal agencies
may
not accept for identification purposes any document that does not
conform to
the standardization guidelines which are to be established by the
Department
of Transportation in conjunction with the American Association of Motor
Vehicle Administrators (AAMVA). The mandatory requirements include the
inclusion of social security numbers on the ID document application and
other nondescript security features intended to prevent duplication and
fraud. According to AAMVA publications, the intention is to ultimately
require some form of biometric identification such as a fingerprint.

The implementing regulations have already been drafted and were
published in
the Federal Register for the required public comment period (which was
first
announced by ScanThisNews the day they was published), but they were
withdrawn when the DOT received a large amount of public objections.

this law is slated to go into effect, nearly all of the states will have

The Senate Transportation Appropriations contains language repealing
Section 656 (b) of the 1996 Immigration Act, which established the
National
ID card. If this language is in the House-Senate conference that comes
out
of the House, the attempt to turn drivers' licenses into a national ID
card
will be dead!

People who contact their conferees should ask them to make sure the
conference report has the Senate's 656 (b) repeal language.
