Report: Saddam Sends Message to
Clinton Seeking Reconciliation

CAIRO, Egypt — Iraqi President Saddam Hussein has reportedly given Jordan's
king a message for President Clinton, suggesting a reconciliation and a
dialog to settle outstanding problems, an Arabic newspaper reported Monday.

The London-based Azzaman quoted diplomats in Amman as saying that Saddam's
message was given to King Abdullah II by Iraqi Deputy Prime Minister Tariq
Aziz, who made a surprise visit to Amman on Sunday.

Abdullah is scheduled to meet with Clinton on Oct. 12.

The newspaper said Saddam has promised to reconsider oil agreements made with
Russia and France with the aim of offering oil concessions to U.S. companies.
The report, made available to The Associated Press in Cairo, says priority
would be given to American firms in rebuilding Iraq's battered
infrastructure.

"Iraq has offered guarantees that it will not mar the peace process in the
Middle East, has expressed readiness to take part in the multilateral talks
... and promised to accept Palestinians in Iraq to solve the refugee
problem," the paper said in its report, to be published Tuesday.

The report said Saddam's sudden move was built on the assumption that the
United States has failed to normalize relations with Iran, which is
considered a threat to U.S. interests in the Gulf. Iraq would like to revive
the good relations it had with the United States during the 1980-88 Iraq-Iran
war.

Several reports of Iraqi attempts at rapprochement with the United States
have been denied by the U.S. administration.
