It *might* be coincidence...BUT: the greatest growth in the AIDS mortality
rate has come in the regions with the greatest rate of *population* growth,
namely Africa and Asia. Cultural differences account for some of the
increase in HIV infection; lack of medical care is a significant factor in
the increase in deaths. But AIDS is not an easy disease to catch, and simple
prophylactic measures can greatly reduce the risk of contracting it. The
simplest preventive of all is the latex condom; yet condom distribution in
Southern Africa is being stymied by South African bureaucrats who refuse to
speed the process of testing condoms imported, for the most part, from
Thailand. The bureaucrats in question, one must note, are for the most part
holdovers from the former apartheid regime...
