If y2k is only 1% as bad as the gloomers suggest, it is entirely possible that he will invoke martial law which by the way * suspends constitutional rights *. Expect Clinton to assume unilateral control of the central government. NB a new E.O. places the military under FEMA control in case of national emergency.
