Psychological Corp. eying office project, sources say

The Psychological Corp. is scouting around the city's North Side looking for
a site to build a large corporate campus, according to local real estate
officials.

The company, a division of Harcourt Brace & Co. based in Orlando, Fla.,
wants to develop a building with between 500,000 and 700,000 square feet of
space to consolidate its San Antonio operations, say sources familiar with
the company's plans. They add that those plans might also involve relocating
other Harcourt Brace operations to San Antonio.

The Psychological Corp. currently operates out of about 400,000 square feet
of space in San Antonio, says Dave Samuels, spokesman for Harcourt Brace.
This includes a facility at 555 Academic Court that the company owns,
Samuels says, as well as a storage facility at 6818 S. Zarzamora and office
space in Colonnade I at 9901 I-10 West.

Charles Martin Wender, who manages and leases the Zarzamora space, says
Psychological Corp. has an option to purchase the Zarzamora location.

"They have until Nov. 30 to make a decision," Wender says. "They have an
option to buy."

Wender says he has not heard anything about the company's plans for possible
consolidation into one location.

Samuels confirms that Psychological Corp. has been looking around for other
space.

"But we've been looking around for space for four years," he says. "This is
not a project that's new. This has been an ongoing project."

Local real estate brokers and developers say the company is zeroing in on a
location about a mile north of Loop 1604 on the east side of Bulverde Road
that is owned by the estate of one of the Steubing family members. Local
sources say broker Eldon Roalson with Roalson Interests is working with
Psychological Corp. on site selection.

Eldon Roalson declined to comment. Samuels also declined to comment on
specific plans or locations with respect to the company's search for space.

"We don't have anything rock solid put to bed," Samuels says. "We're
contemplating if we can make things work in something bigger than 400,000
square feet. We've been looking at it for four years and trying to make a
decision."

He would not comment on whether Harcourt Brace may consolidate operations
from other markets in San Antonio. People familiar with the company's plans
say Psychological Corp. is looking at developing one large building that
would be up to 700,000 square feet in size in a campus-type environment.

Mario Hernandez, executive director of the San Antonio Economic Development
Foundation (EDF), says his organization is not working with Psychological
Corp. to find space because the company is already established in San
Antonio, but he hopes they will stay here. The EDF helped bring the company
here in the mid-1980s.

"They're landlocked," he says of Psychological Corp.'s current location at
Academic Court. "They have over 200,000 square feet where they're at, but
it's not enough space to continue to grow, and they're such a valuable
entity to the business community. They design and grade the intelligence
measuring devices there, so it's very unique and provides a lot of
opportunities for teachers to have jobs in the summer."

The Psychological Corp. publishes and distributes tests and related products
for professionals in psychology, health, business, general education,
bilingual education and special education. The company has about 700
employees here, Hernandez estimates.

The Psychological Corp. was founded in 1921 for the purposes of developing
psychological tests and materials for psychologists and to publish
individualized psychological assessments. It was purchased in 1974 by
Harcourt Brace & Co., the nation's largest publisher of books and materials
for education, medicine and in academic/research areas. Harcourt Brace is a
subsidiary of Harcourt General Inc., based in Newton, Mass.

Harcourt General has two core businesses: educational publishing through
Harcourt Brace, and upscale retailing through The Neiman Marcus Group. The
company also owns Drake Beam Morin, an outplacement services firm, according
to Hoover's, an online research service.

"The company is hoping to accomplish the twin goals of solidifying its
existing businesses and breaking out into new markets," according to
Hoover's.

In 1998, Harcourt General acquired medical publisher Mosby and information
technology training service provider Gartner Learning. It also created a
health sciences division. In 1997, Harcourt bought National Education Corp.
for $854 million, Hoover's states.

Once known as Harcourt Brace Jovanovich (HBJ), the company is perhaps best
known here through its previous ownership of Sea World. HBJ sold Sea World
in 1989.
