Kelly AFB used to be "MIB" central (not any more, however). They used to search for soldiers or other federal operatives with a "cro-magnon" head appearance, induct them under "national security" train them to do misinformation ops, dress them up weird, put them in absurd cars and send them out to threaten, freighten and "freak-out" witnesses of UFOs and their high tech experiments. Anyone reporting these weird visits to the cops
(if they dared)  would be so discredited by the content that nothing would be investigated. The program was apparently discontinued in the med '80s, but federal agencies in general learned to use these methods in their layered harrassment and surveillance methods (especially popular now with the fbi, cia, dia, batf, adl, wakemout and other private contract agencies such as kr*ll and associates).   Thus "crazymaking" is now the cover of choice for national security surveillance and "counterinsurgency/harrassmentops--cointelpro style (the name is changed, the ops the same).  When a "whistle-blower" turns gov't agencies or ops in for drug-dealing, or other crimes such as "bust-outs" or money-laundering, crazymaking is almost always used in layered responses, with increased intensity.  First hand witnesses are considered the greatest risk if they are credible and if the initial harassment is not effective, then serious threats are made, later followed by liquidations (improbable suicides or accidents!) of self and/or family members if deemed a necessary "casualty of war".  All this is classified as "low intensity warfare" or the "third option"!

Subject: [CIA-DRUGS] DCA87AA002
Here is a plane crash very similar in many respects to the Gander, Newfoundland ARROW AIR crash.  This took place 11 months after Gander.  Within hours of this crash SOUTHERN AIR TRANSPORT had a second fatal air crash in Nicaragua where Eugene Hausenfus survived but Barry Seal's two top men die.  Did the three who died in Texas also know too much about the Mena, Arkansas drug operation?  Seal was gunned down gangland style 3 months before when the witness protection program set up by none other than George Bush himself conspicuously failed to provide protection.

NTSB Identification: DCA87AA002 For details, refer to NTSB microfiche number 31513A
Nonscheduled 14 CFR 121 operation of SOUTHERN AIR TRANSPORT
Accident occurred OCT-04-86 at KELLY AFB, TX
Aircraft: LOCKHEED 382G, registration: N15ST
Injuries: 3 Fatal.

AFTER THE ACFT LANDED AT KELLY AFB, TX, ON 10/2/86, THERE WAS A CREW CHG BFR IT DEPD ON THE NEXT FLT. DRG THE NEXT TAKE- OFF, THE ACFT LIFTED OFF NEAR THE MIDPOINT OF RWY 15 (APRX 5775' FM THE APCH END). WHEN IT WAS AT APRX 100' TO 200' AGL, WITNESSES SAW IT GO INTO AN EXTREMELY NOSE HI ATTITUDE & CLIMB ABOUT ANOTHER 500'. ALSO, THE ACFT ROLLED TO THE LEFT & CONTD ROLLING & TURNING LEFT UNTIL IT CRASHED ON THE RAMP IN A NEAR INVERTED ATTITUDE ON A HDG OF ABOUT 070 DEG. THERE WAS EVIDENCE THAT AN ELEVATOR CONTROL (CTL) BLOCK HAD JAMMED THE 1ST OFFICER'S (FO'S) CTL COLUMN WHEN THE ACFT TOOK OFF. THE FO OF THE PREVIOUS FLT HAD INSTALLED IT ON THE CTL COLUMN AFTER THAT FLT. THE FO OF THE ACDNT FLT HAD BEEN HIRED 6 DAYS EARLIER & MAY NOT HAVE BEEN FAMILIAR WITH THE DEVICE. THE BLOCK WAS DESIGNED TO KEEP THE ELEVATOR IN A FAIRED OR SLIGHTLY RAISED (TRAILING EDGE UP) POSITION FOR LOADING OPNS, BUT IT WAS NOT AN APPROVED DEVICE. THERE WAS AN UNWRITTEN PRACTICE FOR THE FO TO INSTALL & REMOVE THE DEVICE.

Probable Cause

Procedure inadequate..Company/operator management
Aircraft preflight..Inadequate..Pilot in command
Aircraft preflight..Inadequate..Copilot/second pilot
Flt control syst,elevator control..Jammed

Contributing Factors

Misc eqpt/furnishings..Improper
