* PMB MAY BE DEAD! We expect the incoming Chief Postal Inspector Ken Weaver
to announce as early as next week that the infamous "scarlet letter"
designation "PMB" will NOT be required on mail received by a private box
holder after April 26, 2000.

This latest modification to the regulations is expected to allow the box
holder the option of using the # (number sign) in the address instead of the
acronym "PMB." This latest morphing of these ever changing regulations will
still ban the use of anything other than the "# sign" or "PMB." Box holders
currently using Suite, STE, Apartment, APT or anything other than # or PMB
will still be required to change their address and all their office
supplies. We caution everyone not to get overly excited quite yet: first of
all this is not official yet and our friends at the Postal Service have been
known to pull "180 degree turns" in the past.  Secondly although this is a
good step, it is not as big of a victory as it may look on the surface (more
on this issue later).

* CMRA "INDUSTRY REPRESENTATIVES" are falling all over each other in their
attempts to claim credit for this latest "PMB" victory. The fact of the
matter is that credit for this latest victory as well as every other
concession gained so far belongs to YOU, the individual box holders and the
"dissident" CMRA operators who continue to bombard Washington with cards,
letters, faxes and calls.

If it were not for pressure being exerted on the Postal Service by Congress
created by YOUR letters, there would be NO concessions from the Postal
Service. There are several folks who also deserve credit and special thanks,
however:

Congressman Ron Paul (R, TX) for introducing House Joint Resolution 55 on
principal, at a time when few on Capitol Hill had even heard the term CMRA.

Congressman Todd Tiahrt (R, KS) for his valiant attempt to block Postal
Service appropriations and for his continued congressional support.

All fifty-seven (57) cosponsors of House Joint Resolution 55 with special
thanks to Jim Turner (D, TX), Barbara Lee (D, CA), Cynthia McKinney (D, GA),
Tom Udall (D, NM), Carolyn Maloney (D, NY), Maurice Hinchey (D, NY), Jay
Inslee (D, WA) and Brian Baird (D, WA) who have demonstrated the political
courage to reach across the aisle on behalf of their constituents and make
this a bipartisan issue.

House Committee on Small Business Chairman Jim Talent and Regulatory Reform
and Paperwork Reduction Subcommittee Chairwoman Sue Kelly for their
relentless pursuit of the facts surrounding the enactment of these
regulations.

Office of Advocacy, Small Business Administration for their continued
support and aggressive pursuit of a balanced and fair resolution to this
issue.

The National Coalition Against Domestic Violence, the National Federation
for Independent Business, the National Coalition for the Homeless, the
National Association for the Self Employed and the US Chamber of Commerce
for their continued support and dedication of public affairs resources to
this issue.

Rhonda Abrams, the Gannett News Service Small Business Columnist who
recently convinced the Postal Service that the "PMB" designation is
unnecessary, and that less burdensome means of protection for large mailers
and consumers is already available.

* HOUSE SMALL BUSINESS COMMITTEE TO HOLD HEARINGS. The Subcommittee on
Regulatory Reform and Paperwork Reduction Chaired by Sue Kelly (R, NY) will
hold Congressional Hearings to investigate the CMRA regulations on the 19th
of October. Information on the Subcommittee and testimony following the
hearing can be found on their website at

* OP-ED ON HOUSE LEADERSHIP'S INTEREST IN CMRA ISSUE. Is the first
installment in a series of media commentaries from PostalWatch. This issue
discusses the recent letter to Postmaster General Henderson from House
Majority Leader Dick Armey. See:

* ACTION ALERT: DON'T GET LULLED INTO A FALSE SENSE OF VICTORY. This fight
is long from over and now more than ever is the time for ACTION! Although it
appears that we have made significant progress, please bear in mind that NOT
ONE word of the March 25, 1999 regulations has been officially changed yet.
The Postal Service still has not decided how your personal information from
form 1583 will be used. Even if they allow the "# sign" designator,
thousands of people will still have to change their address and office
supplies for NO REASON. Finally, there are more questions than there are
answers relative to the implementation and legality of
these regulations.

It is true that the main stream on Capitol Hill and the Media are now
starting to become "engaged" on the issue, and that the USPS is beginning to
feel the pressure. It is absolutely imperative that the pressure INCREASES
from here and does not fade away. Your immediate action is necessary!

1)  Write your Congressperson and Senators urging them to support
overturning these regulations, not just one time, but every week until these
regulations go away. There are sample letters and all of the necessary
contact information located in the "Resource Library" section of our website
at

2)  Check the "News" and "Resource Library" sections of our website
regularly. We are planning a major upgrade to the site and expect to have
breaking information posted much more quickly than in the past.

3)  Challenging these regulations has turned out to be a much longer and
more expensive process than anyone had ever anticipated. We can win, but we
