992127.  Commentary:  Recognizing military families

WASHINGTON (AFPN) -- Nov. 21 to 28, our nation acknowledges the special
demands that military life imposes on the families of those who serve in
uniform.

This recognition is well deserved and comes at a high price.  Family members
endure numerous moves, the long working hours of loved ones, and frequent
separations -- partings that often include the risk of death, injury or
capture at the hands of an enemy.  Moreover, they often do this far from
their extended families.

Our spouses and children bear these burdens out of a sense of patriotism as
strong as those of us in the military.  In doing so, they provide a source
of strength, and contribute to making America's military the best in the
world.  We simply could not achieve this high level of excellence without
safe, secure, happy and productive military families.

This week provides an opportunity to acknowledge the personal sacrifices
that take place every day within our local military communities and to thank
our families for supporting us, as well as for their dedicated service to
our nation.

The Joint Chiefs of Staff and I join every American in paying tribute to
America's military families for all that they have done and continue to do
for our country.  Their support of our nation's service members makes a
difference for America and the world.

May God bless you and your family, and may God bless America.

992128.  Not a pretty job, but somebody has to do it

DUZCE, Turkey (AFPN) -- "It's not glamorous, but it's a show-stopper."

That's how Col. Lawrence Riddles, 39th Air Expeditionary Squadron medical
representative from Incirlik Air Base, Turkey, described the importance of
proper sanitation for the more than 40,000 families left homeless in
Turkey's Bolu region in the wake of country's second major earthquake in
three months.

"We are looking for a simple, yet durable plan for the disposal of both
solid and liquid waste," said Riddles, a native of Scarsdale, N.Y.  "If you
don't supply centralized waste disposal, people go where they can ...
bushes, trees and parks ... and this just sets up a site for diseases
carried mainly by flies."

Riddles added that although the cold weather here has killed off most flies,
sufficient numbers still remain to be a potential problem.

In the town of Duzce alone, 50 tent cities have sprung up with approximately
5,000 residents, according to local officials.  As of Nov. 18, none of the
tent cities had latrines. Those displaced by the quake are using restroom
facilities at the city's 20 mosques and other community buildings, which
received only minor damage. From an international public health standpoint,
the ratio of persons to latrines should be somewhere near 20 to one,
according to Capt. Alexandria Niewijk, 39th AES public health
representative.

The 39th AES medical team estimates there is a need for 3,400 field latrines
in the cities of Duzce, Kaynasli and Bolu.

Humanitarian relief workers are looking to find suitable facilities quickly.
Duzce has been without running water since the quake and officials have no
way of telling whether or not the sewer system if fully functional,
according to Master Sgt. Ruben Branch, 39th AES utilities technician.

A forecast of rain and snow within the next 10 days has local officials
asking for more permanent or contained disposal systems as opposed to slit
latrines, or simply holes in the ground, according to Niewijk.

"Local officials don't want temporary facilities but want to connect to the
existing sewer system," she said.  "They fear precipitation will cause slit
latrines to overflow and create health problems."

The 39th AES medical team evaluated several tent cities and found at least
one in Kaynasli utilizing a septic tank-based system designed jointly by
United Nations International Children's Emergency Fund and Turkish
contractors. These durable field latrines are expected to be in place for at
least six to 12 months until more permanent housing can be found for
residents, according to local officials.

"Cost is a negative, but there are several advantages to this system," said
the Fort Wayne, Ind., native, of the durable latrines. "One advantage is
that the system can be transported and used again near the prefabricated
houses soon to be constructed by the Turkish government for earthquake
victims."

Riddles said the military's experience with living in field conditions is a
definite advantage when it comes to accessing sanitation needs.

"We do a pretty good job of waste disposal in military tent cities, and it's
this level of expertise we want to bring to the forefront and assist in
needs assessment," he said.


992126.  Air Force captures top 10 fugitive

ANDREWS AIR FORCE BASE, Md. (AFPN) -- Airman 1st Class Richard Wayne
Ackerman, an Air Force fugitive for nearly two decades, was taken into
custody Nov. 11 by members of the Air Force Office of Special
Investigations.

Ackerman is alleged to have taken flight to avoid prosecution by deserting
in February 1982 while awaiting court-martial at Bitburg Air Base, Germany,
for use, possession and distribution of controlled substances.

He was arrested in Columbia, Mo., and is currently in pre-trial confinement
at Whiteman Air Force Base, Mo., for desertion, possession and distribution
of controlled substances, and providing false identification documentation.

AFOSI agents from Wright-Patterson AFB, Ohio, Offutt AFB, Neb., Scott AFB,
Ill., and Whiteman, participated in the subject's surveillance and arrest.
Local FBI and Boone County, Mo., Sheriffs Department officials assisted in
the arrest.

In cooperation with the Air Force Personnel Center and with other law
enforcement agencies, AFOSI is tailing and capturing airmen through its
fugitive retrieval program. Since formalizing the program in August 1995,
AFOSI has apprehended 30 Air Force fugitives for crimes ranging from
indecent assault of a child to attempted murder, as well as narcotics
manufacturing and distribution.

AFPC maintains an up-to-date list of Air Force deserters, including some
from as far back as the 1980s. From that list, AFOSI identifies those who
fled to avoid prosecution or punishment for criminal acts or who disappeared
after having access to sensitive national security information. It then
prioritizes the list of missing airmen based on the crimes they have
allegedly committed.  A list of the Air Force's top 10 fugitives can be

992124.  AETC holiday designated driver program offers travel rewards

RANDOLPH AIR FORCE BASE, Texas (AFPN) -- Designated drivers in Air Education
and Training Command now have a chance to be taken somewhere, thanks to the
AETC Holiday Designated Driver Program.

Co-sponsored by AETC Services and Trans World Airlines, the program is
designed to increase safety on the streets during the holidays.  And, it
recognizes designated drivers across the command for their efforts in
preventing drunk driving.

The grand prize, two tickets from TWA, are good for travel anywhere in the
continental United States where TWA has normal scheduled service.

To enter, designated drivers must be at least 18 years old and must properly
identify themselves as the designated driver for a group when visiting an
AETC services facility that serves alcoholic beverages.  The customer will
then be given an entry form to enter a drawing for the ticket voucher.  The
contest runs from Nov. 22 to Jan. 1.

"TWA agreed early on to sponsor this very worthwhile program," said John
Franklin, AETC Services commercial sponsorship manager.  "This is an
excellent example of support for morale and welfare programs, and TWA's
expression of support to AETC personnel."

The odds of winning the tickets are "great," said Franklin, because the
program is only being offered to AETC participants.  "I suspect that several
hundred people will register as designated drivers during the event,"
Franklin added.

Designated drivers can enter the drawing each time they visit, said Steve
Cowan, AETC Services representative.  "A designated driver who visits
services facilities frequently during the holidays can enter the contest
several times."

The base-level drawing for the semi-finalists will be held Jan. 3, and AETC
will draw the winners Jan. 6.

"I hope everyone remembers the support we've gotten, and how it made our
command's program stronger," said Franklin.  "But most importantly, I hope
everyone recognizes our designated drivers, because they make the holiday
season safer for all of us."
