Jacques Vallee (author of "Messengers of Deception" and
"Forbidden Science") has written an article in The Journal of
Scientific Exploration, Vol 8, No 1, Spring 1994
(ISBN 0892-3310) debunking the mythology of the Philadelphia
Experiment.
Vallee also pulls the rug out from under the Al Bielek
"Montauk" cult in this article, in which, by the way, yours truly
(under my real name) is cited for contributing, being one of
the first people having brought to his attention the snowballing
claims around "Montauk."

The article is entitled "Anatomy of A Hoax: The Philadelphia
Experiment 50 Years Later," and following is its abstract:

"The 'Philadelphia Experiment' concerns the allegedly paranormal
disappearance of a Navy destroyer from the docks of the
Philadelphia Navy Yard in the late summer of 1943, followed by
disclosures of official contact with extraterrestrial powers.
Claims made by PURPORTED witnesses of this supposedly secret Navy
test directed by Albert Einstein have been repeatedly found to be
FRAUDULENT.
The author has now interviewed a man who served on a companion
ship to the destroyer in question, and who was on the scene the
night of its supposed disappearance, which he is able to explain
in minute detail.
Yet the features of the story are such that it survives in the
UFO literature and is now being revived under a novel form
[referring to Montauk--Ed.] for the benefit of a new generation
of readers.
Using this incident as a model of a successful HOAX, the present
article extracts thirteen parameters that have been instrumental
in its remarkable survival over the last 50 years; it compares
the features of this fabrication to other questionable episodes
of UFO lore; finally, it attempts to draw up a list of suitable
measures for their detection, challenge and ultimate exposure."

For those unfamiliar with Vallee, it would be unfair and unwise
to write him off as a "debunker" of the PSICOP sort, simply for
arguing that one's favorite shaggy dog story is really a hoax
perpetuated by the popular "wow, ain't it spooky!" propaganda mill.
Vallee himself has written numerous books offering, from his own
on-the-site UFO investigations, incidents that are even more
mind-boggling (and frightening) than such fantasies.  He is first
and foremost a true scientist in attitude, like myself committed
to exposing those who perpetrate frauds that only further muddy
up this field, which unfortunately is riddled not only with
government disinformation agents but with large numbers of common
garden variety scam artists, cashing in on the apparently
inexhaustible gullibility of "New Age" enthusiasts.

We're entitled to our own opinions, of course, regarding the
"Philadelphia Experiment," but in this group, ideally, ours
should be well-informed opinions, not limited to the same
mirrors-reflecting-mirrors rehashed fourth-hand information
somehow enduring despite every disproof of its credibility  --
so I refer you to Vallee's article as a must-read before anyone
jumps to hasty conclusions on the subject.
