Well, one reason is so that the intelligence gathered may be placed into a
"pool" of information thus eliminating the safeguards that are placed on
agencies operating against their own citizens. Thus the NSA merely has to
look at England's accumulated data on US and they can "truthfully" say that
they were not operating outside of their charter. Of course that is assuming
that they would admit to anything, even ECHELON's existence.
