Millennium celebration plans for thousands of residents of this city of 36,000 people, about 250 miles north of Anchorage, went awry when it simply got too cold and foggy. A fireworks display at a local university was canceled when the thermometer dipped below minus 40 Fahrenheit. "It's really foggy; you can't see anything, and it's 40 something below," said a police spokeswoman. Thousands had been expected to show up for the fireworks display, she said, adding: "We don't have a lot going on up here."
