I was working as a minor cog in military intelligence at the time "Standing
in the middle of the Field and Turning" was the DCI. At our level the
negative feelings was generated by his gutting of U.S. controlled human
intelligence. Admiral Turner perferred "National Tehnical Means" and
coordination with allies, therby keeping his hands lily white. In later
decades as terrorism and drugs became the target the lack of long term human
assets was sorely felt.
