The first National Security Advisor was Edward Mandel House; a Council on Foreign Relations founding father and close personal advisor to Woodrow Wilson. It was House who convinced Wilson to establish the first Central Intelligence Agency, the INQUIRY. The INQUIRY became the work of the Council on Foreign Relations. A program of systematic study groups of knowledgeable specialists of differing ideological inclination would stimulate a variety of papers and reports that would be used to influence influential policy makers. This method was developed and used by the Secret Society of Cecil Rhodes, the parent organization of the CFR and Royal Institute of International Affairs. The article points out that project Echelon is a joint effort of the US, Britain, Canada, New Zealand and Australia. Britain, Canada, New Zealand and Australia all have a Royal Institute of International Affairs -- CFR sister organizations. Just about every director of the CIA has been a member of the Council on Foreign Relations.
