Regarding: Request for an investigation into the 1400 pound cocaine incident
at
the Laguna Army Airfield in the highly restricted army Yuma Proving Grounds on
Nov. 26, 1986.

Dear Chairman Inouye,

Hamilton Committe Members,

and Independent Counsel Walsh:

This communication constitutes a respectful request of Chairman DANIEL K.
INOUYE and MEMBERS of the U.S. Senate Select Committee on Secret Military
Assistance to Iran and the Nicaraguan Opposition; Chairman Lee H. Hamilton and
MEMBERS ofthe U.S. House OF Representatives Select committee to Investigate
Covert Arms Transactions with Iran; and U. S. Independent Counsel Lawence E.
Walsh for an immediate,thorough and complete investigation into the multi-
million dollar 1400 Pound cocaine incident at Laguna Army Airfield, November
26,1986, in the highly restricted million -acre Army Yuma Proving Grounds, the
Army's Testing site for secret artillery devices and guided missiles,located
16
miles Northeast of Yuma,AZ.

The estimated more than $300 million street value, nearly 3/4 of a ton cocaine
incident occurred during the same time frame as the shredding, burning,
doctoring and removal of official documents, the dismissal of Marine Lt. Col.
Oliver North, and the pattern of lies, built in plausible deniability, deceit
and spin control policy that pervaded the Reagan administration during the
Iran-Contra scandal disclosure panic.

Attached and marked exhibit A, is a copy of the December 6,1986, Arizona News
Republic's article, wherein Ben Duffy, public affairs officer for the Army
Yuma
Proving Grounds, stated that early Wednesday morning, November 26, 1986 a
Gulfstream twin engine Aero Commander 500 was found parked on the landing
strip
of the Laguna Army Airfield with the pilot asleep in the cockpit. The pilot
told the G.I.'s who awakened him that he thought he was in Barstow California,
over 200 miles to the North-Northwest. Later, the pilot told the Laguna AAF
staff that he was short of fuel, the staff let him use the phone to call Yuma
International Airport who brought out 20 gallons of fuel and the thankful
pilot
flew off.

Nine(9) days later, on Thursday, December 4, 1986, after the pilot in the aero
Commander 500 left on November 26, 1986, Duffy stated that maintenance
personnel found 17 duffel bags containing 1400 pounds of cocaine on the runway
near where the plane had landed.

In a telephone conversation, on or about December 18,1986, The Arizona
Republic's highly respected and accurate news reporter Mr. Paul
Brinkley-Rogers
stated that some GI had by chance written down the Aero Commander 500's ID
number, that he did not believe that the required governmental form had been
filled out by staff at the highly restricted Laguna AAF relative to the
trespass and air penetration, that the pilot was alone without lethal arms,
and
that he was not allowed to interview the Laguna personnel present during the
incident.

Mr. Brinkley-Rogers inquired into the interest that precipitated the above
mentioned phone call and he was informed that the 1400lb cocaine incident had
earmarks of a possible governmental agency operation connected potentially to
a
Contra cash and/or arms scam based upon the following facts and probabilities:

1. That the pilot was alone and unarmed flags the fact that he was possibly a
Federal agency employee on a Rope. Individuals who invest $20 To $30 million
would have at least one other heavily armed person aboard, keeping his good
eye
on the pilot and the other out looking for a rival cocaine organization
hi-jacking attempt.

2. That it took nine (9) days for Laguna AAF personnel to notice and find the
seventeen (17) duffel bags, containing 1400 lbs. of cocaine, on the on the
runway near where the plane had landed and parked.

3. That the cocaine was contained in 17 duffel bags, indicates that it could
have passed through a Central American military base, concealed in the duffel
bags during transportation aboard a military aircraft, company or other, or
that it could have been stored at Laguna AAf.

4. That the DEA and the FBI statements appear to support the 'story of the
pilot in a cover up of misinformation by suggesting "It is possible a gas cap
got loosened and he began losing fuel," and I think the guy was tired and
disoriented and short of gas, and flying in the early morning he became lost
and confused. He probably thought he was in Barstow."

5. That the topography of Laguna AAF aerodome and surrounding area is in sharp
contrast to Barstow-Daggett no military rights aerodome. Barstow-Daggett
aerodome is directly south of Dagett,seven (7) miles Southeast of Barstow, and
has an elevation of 1927ft. The Laguna AAF aerodome is sixteen (16) miles
Northeast of Yuma, is approximately one and a half(1 1/2) miles East of the
Colorado River, sixty miles North of the Gulf of California, and with an
elevation of 419ft. above sea level.

6. That the DEA claimed that the flight probably began somewhere in South
America "and touched down at midpoint--Belize, Guatemala, southern Mexico--for
refueling," this is nonsense.Belize,Guatemala and southern Mexico are
approximately 2500 direct air miles from Laguna AAF. The gutless and
underpowered Aero Commander 500, loaded with 1400 lbs. and one pilot, would
have a maximum range of 700 miles and a safe range of 600 miles. If the
aircraft was using the inferior Mexican aviation fuel, the range and power
would be further reduced.

7. That the DEA appears to mislead by claiming that the three prior major
seizures in Arizona of cocaine were delivered by Aero Commanders as to
convince
the public that Aero Commanders are the type used by smugglers,this is
nonsense.

8. That the public-affairs officer, Duffy, said the apparent drug-drop
incident
was the first recorded at the million dollar proving grounds.This is not true.

9. That the pilot landed at Laguna AAF because he was 'lost' or `short of
fuel'
while carrying 1400lbs of cocaine is interesting, because there are numerous
abandoned paved military, private most of the larger ranches, such as the
White
Wing and Kino, with good airstrips or the many miles of flat,straight,remote
and barren desert roads that were visible on that clear, half-moonlit night of
November 25,1986.

Attached and marked as Exhibit B, is a copy of the December 25, 1986,Arizona
Republic's follow up article, by Mr.Brinkley-Rogers (602-271-8231), wherein
the
DEA have interestingly changed facts in their original story, and announced
that Henry Perralta,55 years of age, a Pacific Southwest Airlines mechanic,
was
captured and arrested on December 10,1986,in San Diego,California, is being
held without bail at San Diego's Metropolitan Corrections Center

, That Peralta was arrested in 1981 when he landed at brown Field (near San
Diego) with residue of marijuana in his aircraft but was not prosecuted, that
the flight originated in Mexico, probably at Guatalajara, that army personnel
inspecting the field found the 1400 lbs. of cocaine in 17 duffle bags near
where Peralta had parked just a few days after Peralta flew off on November
26,1986, that the DEA now believe that Peralta thought he was at another
airstrip near Laguna AAF, but not at Barstow, that he probably had gas in the
plane, and that Peralta flew straight to San Diego where his aircraft was
later
seized by federal agents.

On or about July 6,1987, in a telephone conversation with the Clerk of the
U.S.
District Court, Phoenix,Arizona, that was issued on May 6, 1987, in the U.S
District Court, Phoenix,Arizona, Case number CR87130, attached and marked as
exhibit C, because Arizona has jurisdiction of the matter, that the Clerk,
after checking computer records and files stated that Peralta had no previous
conviction, that he was not being held on a previous conviction, and that the
Clerk stated that Peralta was charged in San Diego's Case No. 87-2683m with
the
importation and distribution of 1208 lbs of cocaine,as in the Arizona Federal
Case No. Cr 87-130 the amount is 1,208 lbs of cocaine.

There appears to be 192 lbs. of cocaine missing after the FBI weighed and
marked for evidence the 1400 lbs. of cocaine at Laguna AAF. The FBI then took
the 1400 lbs of cocaine to San Diego for lab testing, after which,192 lbs.
vanished out of sight. Why was the cocaine tested in San Diego?

On June 29, 1987, U.S.vs.Henry Manuel Peralta, U.S. district Court, Phoenix
Arizona, Docket and Case Number CR-87-130-PHX, file on record contained only
an
Indictment signed by an assistant U.S. attorney and Foreman of the Grand Jury
on May 6, 1987,Arrest Warrant for Peralta also signed and filed on May 6,1987,
and the Case Summary statement, attached and marked as Exhibit D.

The case summary,CR-87-130-PHX, wrongfully shows that Peralta is in custody on
" another conviction" that is federal, in San Diego, California. Further, that
Exhibit D establishes that the case summary was initially prepared stating
that
Peralta was in Custody on the 2 Counts contained in exhibit C, the Indictment.
However, Exhibit D establishes that after the Case Summary was prepared,
someone using white ink correction fluid partially eradicated the typed in X
in
box number 5, and that clearly altered the reason for Peralta's custody, that
is that peralta was in custody on another Federal conviction, which is a
falsehood according to the files and records of the Clerk of the U.S. District
Court, San Diego, California.

Of further interest,is the fact that although the DEA and the FBI have been
making the public statements, the record on file shows that the U.S. Customs
is
the complainant agency.(See exhibit D)

Additional facts, probabilities and requests follow:

1. That Peralta was arrested in 1981 with residue of marijuana in his aircraft
when he landed, and was not prosecuted, and did not lose his employment status
as a mechanic with Pacific Southwest Airlines, would cause reasonable and
prudent citizens to deduce that Peralta was roped at that tine and converted
into a contract employee with a Federal Agency.

2. That the DEA modified their original claim that Peralta refueled in Belize,
Guatemala or southern Mexico and flew directly to Laguna AAF,2500 miles
distance, and now claim that the flight probably originated in Guadalajara,
Mexico, is still nonsense because Guadalajara is over 1000 air miles from
Laguna AAF.

3. A twin-engine Aero Commander 500 is an old executive, bulky, seven (7)
seats
including the pilot, that is under powered and gutless aircraft that carries
156 gallons of fuel, consumes 32 to 35 gallons per hour, but has greater
consumption if burning inferior Mexican fuel, one pilot one pilot and 1400
lbs.
of freight is considered overloaded and unsafe with a maximum range of
700mi.and a safe range of 600mi.

With a pilot, plus 1400lbs of freight,and full tanks an Aero Commander 500
will
eat up almost all of a 10,000 ft. runway at take off and take forever to reach
altitude. Flying at 10,000 ft. altitude, 1400lbs. of freight, and the pilot
loses one of the engines, he had better have a landing strip within a thirty
mile radius because an Aero Commander has a distinguishing feature of
developing an acute angle of descent after the shut down of an engine.

4. A private person owning a $200 to $250 per hour flying cost Aero Commander,
on the income of an airline mechanic in a border State is usually as obvious
and transparent as a person in a border State attempting to lease an Aero
Commander, without the seats, claiming to use it for transportation of
cabbages
or boxed Kellogg's Corn Flakes. The roomy Aero Commander has been known to be
used often by smugglers of the far less expensive marijuana illegally imported
from Mexico. The Mexican Gov't prohibits private aircraft flights during
night-time.

However, the expensive and highly profitable cocaine is illegally imported in
fast high altitude jets or turboprop aircraft, avoiding the low level border
radar, by professional pilots who are paid up to one million dollars for their
only and once in a lifetime run. The millions of dollars initially paid for
the
cocaine,plus the potential incredible profits warrant this mode of delivery.
