Clinton Backs Anti-Gun Plan

Jan. 18 — President Clinton today unveiled a $280 million
initiative to combat gun violence that includes a proposal to
help police track bullets to the gun that fired them.  New

“We are trying to send a message, an unambiguous message, to
people who violate the law: If you commit crimes with guns or
violate gun laws, you will pay a heavy price,” Clinton said in
Boston before an audience of lawmakers and law enforcement
officers. The president also stated an ambitious goal: “We want
America to be the safest big country in the entire world.” The
proposal would create the first nationally integrated ballistics
testing system — linking databases built by the FBI and the
Bureau of Alcohol, Tobacco and Firearms. The proposal would also
add 500 new ATF agents and inspectors. Fighting for gun control
has been a staple issue for the Clinton administration, often
raising the anger of the National Rifle Association. But
Clinton’s latest foray into the gun issue was designed to satisfy
a major NRA request — that the federal government spend more to
enforce existing gun laws. “We’ve been begging for this for three
years and I’m tempted to declare it a victory,” Wayne Lapierre,
executive vice president of the NRA, told ABCNEWS’ Good Morning
America. “Before I do, this is something the administration has
dismissed several years as a cookie-cutter approach to solving
crime. While I applaud what they’re doing and they seem to be
embracing it, I want to look real hard on this to make sure they
really have a change of heart and will make this a way of life.”

Technology The budget request would triple the funding for the
testing by investing $30 million to link the two systems for the
first time, creating a database called the National Integrated
Ballistics Information Network, or NIBIN. Ballistics testing
programs at the FBI and ATF have already advanced more than
16,000 criminal investigations of gun crimes in more than 40
states. In a related development, ABCNEWS has learned the gun
manufacturer Glock will use the same technology starting in
April, to build its own voluntary database using the shell
casings from newly manufactured guns. The gunmaker will use a
laser scanner to get the markings and put them in a database so
if the gun is used in any crime in the future, whether or not
that gun is recovered, law enforcement officials will be able to
use the shell casings to trace the gun to the original owner and
possibly subsequent owners, and to the place where it was
purchased. Other gun manufacturers are looking into following
suit. One source says the move is largely because the large-scale
class-action lawsuits brought by cities and counties against the
companies that are on the horizon.

Replicating ‘Operation Cease-Fire’ The Clinton administration’s
initiative would also provide $150 million to fund more than
1,000 federal, state, and local gun prosecutors. The new
prosecutors would work closely with the community, law
enforcement, and federal prosecutors on gun-related crimes.
Nearly 100 more federal gun prosecutors in the offices of U.S.
Attorneys and 20 gun enforcement teams in high gun crime areas
would also be funded, enabling 20 cities to replicate Boston’s
anti-crime strategy, “Operation Cease-Fire.” These teams will
coordinate enforcement efforts and maximize tough federal
sentencing laws against armed career criminals and illegal gun
traffickers. The administration doubles its request from last
year for innovative “smart” gun technologies to $10 million. The
technologies could limit a gun’s use to its owner or other
authorized users — and could therefore prevent accidental
shooting deaths of children, deter gun theft, and stop criminals
from seizing and using the guns of police officers against them.
