Hillary edges ahead in race for Senate seat

HILLARY CLINTON has dramatically pulled ahead of Rudolph Giuliani in their
race for a seat in the US Senate after yet another fatal police shooting led
to violent clashes between riot police and protesters on the streets of New
York.
For seven months the First Lady has consistently trailed the New York Mayor
in opinion polls, but a new survey for the New York Post by John Zogby, the
pollster, gave her a narrow three-point lead.

Three weeks ago Mrs Clinton was still seven points behind in the same poll,
but that was before Patrick Dorismond, the unarmed son of Haitian immigrants,
was shot dead by undercover officers on March 16. The funeral of the man
erupted into violence on Saturday, in which 23 police officers were injured
and 27 people were arrested.

Mr Giuliani's sudden slump in the polls is directly attributable to the
latest shooting, the fourth time in 13 months that an unarmed black man has
been killed by the police.

Immediately after the incident, in an effort to defend the police involved in
the killing, Mr Giuliani released the dead man's police file including sealed
juvenile records, prompting strong criticism from Mrs Clinton who described
the Mayor's reaction as an "utter failure of leadership".

The new survey showed that some 80 per cent of voters believe that the New
York Mayor should have expressed sympathy for the Dorismond family. Mr
Dorismond was the son of André Dorismond, one of Haiti's most popular
singers. The security guard and father of two was shot after a scuffle with
an undercover police officer who asked him if he knew where to buy drugs.

The death of Mr Dorismond came after the acquittal of four white police
officers in the fatal shooting of Amadou Diallo, another unarmed man, and
amid accusations that the famously tough New York Mayor presides over and
defends a police force that is out of control.

A separate poll in the New York Daily News yesterday found that two thirds of
New Yorkers believe that the New York Police Department should now be
monitored by the federal Government.

An estimated 5,000 mourners and protesters led by the Rev Al Sharpton rallied
in Brooklyn on Saturday in an angry confrontation with police which ended in
a hail of broken glass and bricks, the burning of an American flag and
multiple arrests.

The confrontation was angry, racially charged and aimed at the Mayor, his
police force and even his family. "If you shoot one of my children, I shoot
five of you," read one banner, while another threatened: "Rudy Giuliani,
shoot one of my children and your son Andrew will go to his grave."

A man was heard shouting from the crowd: "Rudy, I'll blow you up to kingdom
come, cut you with a chain-saw, and feed you to the dogs." As the crowd
surged forward one women clawed at a policeman's face, drawing blood.

The Mayor praised the police for showing "restraint" during the clash, and
took a veiled swipe at Mr Sharpton and Mrs Clinton. "When you allow
demagogues to take over for political and divisive purposes, the American
flag gets shredded and burnt, steel barricades are hurled and bottles are
thrown injuring police officers and civilians," he said.

Some New York Republicans are concerned that Mr Giuliani's hard-ball tactics
may backfire. "Even the moderate suburban housewife, who gives him the
benefit of the doubt because they want to visit a safe city, is beginning to
get squeamish," Peter King, the Republican congressman from New York, said.

Mr Giuliani's popularity has dropped most significantly in upstate New York,
according to the Zogby poll, where a recent 18-point lead has been cut to
just five points. While the Mayor retains his support in the suburbs, Mrs
Clinton is rapidly gaining ground among New York's minorities.

"We've seen the tide turn," Mr Zogby said. "He's handing her this race."


Travel costs: The Republican Speaker of the House of Representatives called
on Mrs Clinton to reimburse the Government for the travel expenses of her
Senate campaign in New York, after documents showed the First Lady had paid
only about a fifth of the cost of travelling in government jets.
