Clinton to Hold News Conference on Wednesday

WASHINGTON (Reuters) - President Clinton will hold a news
conference on Wednesday where he will push his domestic agenda
and face questions on topics ranging from a probe into missing
White House e-mails to the presidential election.

White House spokesman Joe Lockhart on Tuesday said the news
conference at 2 p.m. EST (1700 GMT), the president's second
formal question-and-answer session with reporters this year, will
allow Clinton to focus on the main domestic issues he wants to
address in his final year in office.

``I expect the president ... will use tomorrow's opening
statement to go through what he hopes to get accomplished for the
rest of this year on his domestic agenda,'' Lockhart said.

He said Clinton will talk about what he hopes to do in the coming
months to try and get a host of proposals passed by a
Republican-led Congress.

``It's time for Congress to get to work. I think the president
will be sending a strong message that we can get a lot done this
year and we've got to get started soon,'' Lockhart said, noting
that the House of Representatives has only worked 25 days so far
this year.

Lockhart identified shoring up Social Security and Medicare,
providing a prescription drug benefit, gun control legislation
and a minimum wage bill as key issues for Clinton.

The president, who has been trying hard to overcome the
''lame-duck'' image in his last year in office, has repeatedly
said he does not plan to slow down even though it is an election
year.

But once he finishes his opening statement, the floor is open to
questions and Clinton can expect some tough ones.

He will likely face questions about his failure over the weekend
to revive Syrian-Israeli peace negotiations during talks with
Syrian President Hafez al-Assad in Geneva.

Domestically, he probably will be asked to comment on the latest
criminal investigation into his administration -- a Justice
Department probe of missing White House e-mails.

The department is aiming to discover whether any documents it had
sought in its probe of 1996 Democratic fund raising were among
thousands of e-mails that had not been properly archived due to a
computer foul-up.

Investigators are also pursuing charges that White House
officials intimidated computer technicians to keep the foul-up
secret. The White House says the failure to archive the e-mails
was inadvertent and officials involved have denied any
intimidation.

The latest investigation is another reminder of the scandals that
have plagued Clinton's presidency. Clinton, who was impeached and
acquitted last year in the Monica Lewinsky sex-and-perjury
affair, has worked to shape his legacy which he feels should not
be marred by the Lewinsky scandal.

Although he repeatedly dismisses talk of being a ''lame-duck''
president, Clinton will be sure to face questions on the 2000
presidential election race between his vice president, Al Gore,
and Republican George W. Bush.
