THE IMPERIAL PRESIDENCY Clinton plans to reduce nukes by half Proposal to be acted upon without congressional approval By Charles Smith © 2000 WorldNetDaily.com President Clinton is planning to cut U.S. nuclear warheads by half before he leaves office, U.S. military and congressional sources have told WorldNetDaily. Sources on Capitol Hill and in the Pentagon confirm that the president intends to use his executive authority as armed forces commander to order the cut without congressional approval. According to military sources, the proposal is "being floated" by the White House inside the Pentagon. The public affairs office of the Joint Chiefs of Staff for U.S. Armed Forces was unable to confirm or deny the report. The Washington Times reported yesterday that Rep. Curt Weldon, R-Pa., sharply criticized any attempt by Clinton to make cuts in the nuclear arsenal without consulting Congress. "I am dismayed and alarmed that the Clinton administration would be proposing unilateral action on the part of the U.S. that could undermine both America's security and the strategic balance between the United States and Russia," Weldon said, as reported by the Times. "It was evident from the outset that Clinton will sign any arms reduction agreement before he leaves office," stated Adm. Thomas Moorer. "Congress is in no mood for this. I don't think he can get away with it, but it's his hope to make some sort of special arms agreement with the Russians. Clinton is ready to make any deal with Putin," said Moorer in an interview from his home in Maryland. Moorer is a former chairman of the joint chiefs; chief of naval operations; commander in chief, Pacific Fleet; supreme allied commander, Atlantic; and commander in chief, Atlantic Fleet. The move by Clinton to directly cut the U.S. arsenal would challenge Congress but avoid a direct confrontation over any specific treaty that would have to be passed by the Senate. Sen. Jesse Helms, R-N.C., has already informed the White House that he intends to stop any major foreign policy initiatives by the president. President Clinton is reported to have informed the Joint Chiefs of Staff that he has decided to make the move in order to convince Russia to accept a limited U.S. anti-missile defense. Moorer, however, noted that President Clinton has not supported a missile defense for America. "We should have had an anti-missile system a long time ago," stated Moorer. The move to reduce U.S. weapons to one half current levels, or roughly 1,000 nuclear warheads, is not viewed favorably by the U.S. military. The Department of Defense officially endorses a level of 2,500 warheads as adopted in an agreement between President Clinton and Boris Yeltsin during the 1997 summit in Helsinki, Finland. In early May, Russia proposed a 1,000-missile limit during START III talks in Moscow. According to U.S. defense estimates, Russian missile forces will continue to decline for the next four years before leveling off at 1,000 missiles. The latest Russian missile, the SS-27 Topol-M, is currently being deployed at reduced levels due to funding shortages in the Russian military.
