Regarding:
MANILA Philippines - Accompanied by FBI agents, Philippine police
raided an apartment in Manila yesterday and arrested a bank
employee who, along with his girlfriend, is suspected of links to
the "ILOVEYOU" virus that has overwhelmed computer networks
around the world.
"Accompanied by FBI agents"? What do they have to do with law
enforcement in the Philippines? I wish an AP photographer could
have been present at this raid so that one could judge whether
the poor Philippinos had the slightest control in this raid.

I was heard the Philippine authorities quoted as saying that if
the ILOVEYOU virus perpetrator acted in the Philippines, then
he/she broke no existing Philippine law.
What is our FBI conducting raids in the Philippines? How can a
Philippino distinguish someone from the FBI from someone in the
US Military?
For that matter how can we, here in America, distinguish between
"law enforcement" and military? They all have guns and uniforms.
Lots of people like to quote the Posse Comatatus act about
keeping the US Military out of domestic law enforcement
operations, but it seems to me that that we have blurred the
lines between what is "law enforcement" and what is military.
Were those guys in the Gonzalez house a couple of weeks ago "Law
Enforcement," or military? What about the government forces at
Waco? A rose by any other name ... you know.
Don't get me wrong. When I write here about "law enforcement," I
am not referring to traditional police. I am speaking of any
armed force which seeks to enforce the will of the executive of
the United States of America where it feels no court has
legitimate jurisdiction.
The only difference I see between the Clinton Administration's
"law enforcement" corps, and its military is that the former
doesn't seem forced to accept gays or women into its jackbooted
brigades.
