School Choice Debate Heats Up

Teaching Al Gore “Investing 101”

“No doubt Al Gore will go on bewailing the ‘risky (fill in the blank)
scheme’
until even the focus groups recognize it’s a joke.  The risky scheme of the
moment is George Bush’s proposal to let workers control the investment of
perhaps 2% of their income now commandeered by the government through the
payroll tax.  The risk, according to those trying to lend some intellectual
gloss to Mr. Gore’s rhetoric, is that workers shouldn’t invest in the stock
market because it has been TOO GOOD an investment.  The market is so high
this is a bad time to buy.  Paul Krugman, the itinerant economics professor
who’s taken up a column a the New York Times, waxed along these lines the
other day.

“... Someone ought to tell Prof. Krugman about dollar-cost averaging.  Under
no Social Security proposal would workers go borrow 2% of their lifetime
income and plunge it into stocks today.  Rather, they will invest 2% of each
paycheck over their careers.  This is dollar-cost averaging:  You don’t try
to guess market timing, which even the pros usually get wrong.  Instead you
invest the same amount of money every month - or whatever; you will
automatically buy more stocks when they’re cheap and fewer stocks when
they’re dear.

“Along with giving up market timing, you can give up stock picking, investing
in an index fund for a diversified and usually low-cost portfolio.  With
dollar cost averaging and an index fund, you are set to ride the rising tide
of economic growth and tap the power of compound interest.  You will not make
the proverbial killing in the stock market, but by the time you retire you
will have substantially more income than if you’d paid taxes and relied on
Social Security benefits.”

“Paul Gigot and Peggy Noonan, conservative political writers, illustrate the
difference between the Republican Party and the Democratic.  They call upon
Rudy Giuliani to withdraw from the Senate race because of his recent
difficulties.  Republican political leaders are doing the same.  When
President Clinton encountered far greater problems, including allegations of
perjury, the Democratic Party united behind him.  The Democrats know that
politics is a form of war, and they wage it with gusto and resolution.
Republicans - Mr. Giuliani excepted - treat politics like a boring afternoon
tea party, with disdain and diffidence.  Mr. Giuliani may pull out (he, in
fact, did just that last week - before this letter-to-the-editor was
printed), but it will be because of the lack of support he gets from a party
that fears a fight.”

Bill Clinton’s Keystone COPS Boondoggle

“Olympian Village, MO.  Before the Clinton administration launched its
high-profile 1994 initiative to put 100,000 new cops on the nation’s streets,
this quiet, isolated hamlet of 752 residents didn’t even have a full-time
police force.  But like the thousands of other U.S. localities that got wind
of the COPS initiative, it couldn’t resist applying for the federal
law-enforcement grants.

“Soon enough, Olympian Village had itself a department of five federally
funded officers - and an Olympic-size public-relations disaster.  The new
chief kicked a resident in the face over a dispute involving an unkempt lawn.
 His replacement turned out to be a former bounty hunter who was on probation
in Illinois for criminal destruction of property.  The rest of the new force
devoted most of its time to a speed trap that proved lucrative enough for the
city treasury but offended residents so mightily that they called the Federal
Bureau of Investigation.  The trap, it turns out, was patently illegal...”

Trouble in Paradise ... Or Opportunity?

is finally being challenged, and is now trying hard to intimidate those who
cross it. ... Hawaii is a beautiful land that deserves neither government by
intimidation nor the tax and regulatory structure that has left it in the
economic doldrums the past eight years, even as the rest of the nation
prospered.  Governor Cayetano (D) won re-election with only 51% in 1998, and
reform Democrats are becoming bolder in their criticism.  Here’s hoping that
Hawaii can say goodbye to its bamboo-republic status and become a hospitable
place not only for tourists but also for independent thinkers.”

Nevada Dem’s Living High Off the Hog

“People often call my talk show and want to know the differences between
Democrats and Republicans.  A great example between the tax-and-spend Dems
and the fiscally responsible Repubs is best shown by the Nevada State
conventions.  The Democrats have just wrapped up their convention at Caesars
Palace in Las Vegas.  CAESARS PALACE?  How can the ‘party for the working
man’ afford to have a convention at Caesars Palace? I can't afford to stay at
Caesars Palace!!  As most convention attendees know, to REALLY make an impact
at a convention you have to get a suite.  At Caesar's, suites go for
$600-$7000 a day!  The Republican convention is at the Ormsby House in Carson
City.  A suite ... $75 a day, plus tax!  The box lunch on Saturday ... five
dollars extra.”
