But abdicating its constitutional duty does not absolve Congress of moral accountability for the consequences of its act of appeasement. "Because of today's vote, the $70 billion trade surpluses Beijing runs yearly at America's expense will continue indefinitely. The U.S. will be feeding this tiger, year in and year out, an endless supply of jobs, capital, plants, and technology, certain to build up its military potential.
