The announcement marked a major milestone for an outfit whose Cold War research into code breaking and electronic eavesdropping helped spur the computer revolution and information warehousing. In a statement, the NSA referred to the decision to pursue a government-industry partnership as a "dramatic change" in its approach to managing and upgrading its information technology underpinnings.
