 Biggest Coalition Partner Threatens to Leave Barak

TEL AVIV, Israel - Israel Prime Minister Ehud Barak's biggest coalition
partner, Shas, Friday threatened to withdraw its support unless Barak and the
party reached an agreement on "red lines" for concessions at the upcoming
Camp David summit.
Shas issued the threat four days before President Clinton was scheduled to
open the meetings with Palestinian Authority President Yasser Arafat and
Barak.

The Council of Torah Scholars, the group of rabbis that guides Shas
politicians, said the dangers Israel would face at Camp David are so great
that it wants Barak, "to slow down the process and check first with experts
who have different opinions what is good for the Jewish people."

The rabbis argued there are dangers in keeping occupied territories, but also
in ceding them under a peace agreement. There is a need for "a decision on
what is less dangerous."

The statement said the council believed "there is room to compromise on
territories but there should be no compromise on our brothers' safety in each
and every place and especially in strategic places."

According to the Israeli army there are 183 settlements with 205,000 settles
in the West Bank.

Shas spokesman Itzik Sudri told UPI his party has always demanded "full
cooperation with all that is connected with the peace process. This hasn't
happened yet. ... No one except Barak knows what he is willing to give (the
Palestinians)."

Therefore the rabbis' demanded that, "Before he leaves, (Barak) draw red
lines that would be acceptable to us.

"We cannot assume responsibility for a secret plan that could entail
irreparable developments or damage."

The demands reflected Shas' unease. Sudri said they believe the summit is
premature because the gaps between Israel and the Palestinians are too great.
The Israeli leaders must agree on their bottom lines before setting out for
Camp David, since once they are at the U.S. presidential retreat the decision
makers will be under pressure to yield more.

Sudri said they want Barak to meet Yishai, the inner political-security
cabinet, and the coalition leaders, to determine the bottom lines.

"Let him clarify it by Sunday or else Shas leaves the government," Health
Minister Shlomo Benizri warned.

Sudri said such a resignation would find Shas in the opposition. "Quitting
means quitting the coalition as well," he said.

The Shas threat was issued as the Russian immigrant's Yisrael Baaliyah
intends to quit Sunday morning and the National Religious Party is convening
its Central Committee Sunday afternoon to approve its defection. The Yisrael
Baaliyah and NRP walk-out would leave Barak at the head of a minority
government but with enough external support to continue the peace process. A
Shas walk-out would aggravate his situation.

The Secretary of the Council of Torah Scholars, Rabbi Raphael Pinhasi said
they had faxed their decision to Barak's office. Barak's spokesman had no
comment.
