Presidential Award-Winning Civil Servant Reveals Plot By Chinton/Gore White House to Hide Proof That Commerce Department Trade Trips Were Bought and Sold 7/12/00 - More secret documents concerning U.S. trade missions being apportioned for political donations to the Clinton/Gore campaigns and the Democratic National Committee, or DNC, have been revealed by an award-winning 25-year career government executive who once held the rank of acting deputy assistant secretary for administration at the Commerce Department. Sonya Stewart, now chief financial officer and chief administrative officer of the National Oceanic and Atmospheric Administration, or NOAA, overseeing 1,100 employees and an annual budget of more than $3 billion, has revealed that she signed a sworn July 7, 2000, statement for Judicial Watch "with great trepidation and grave concern about retribution and retaliation which may be directed at me, both professionally and personally, as a result of this affidavit." Indeed, her affidavit, turned over to U.S. District Court Judge Royce C. Lamberth on July 10, will produce wide and substantial ramifications – but not necessarily for Stewart. Rather, those most in jeoparday are likely to be the people she identifies in the senior staff at both the Commerce Department and at White House. In the lengthy and incredibly detailed 17-paragraph sworn statement that names names, cites dates and details activities – including a previously unknown secret database at the Commerce Department allegedly containing the names of 40,000 political donors -- Stewart reports that as head of the Commerce Department Freedom of Information Act division she personally was aware of political considerations and communications between top Commerce officials and White House lawyers to thwart or otherwise withhold responsive documents under FOIA that had been requested by Judicial Watch and other organizations, including Congress. Moreover, Stewart reports that she personally was aware of instances in which Commerce legal-counsel officials improperly overrode and withheld documents that clearly showed trade-mission seats were apportioned specifically for Clinton/Gore political supporters and donors. Stewart swore that she also was told by colleagues, subordinates and superiors that documents unlawfully were withheld under the FOIA– and covered up by some officials in depositions ordered by Lamberth. She said this was done by her superiors -- who, contrary to all practice she had witnessed in her 25-year tenure at Commerce --reviewed these matters directly with White House lawyers. "I am aware of Commerce officials’ contacts with Cheryl Mills, then Deputy Counsel to the President, concerning whether to release or withhold certain documents," Stewart states. "I know that Ms. Mills, in her position as Deputy Counsel to the President, advised Commerce officials to withhold certain documents. In my many years working for the federal government on FOIA and other matters, and in my experience gathering and responding to FOIA and Congressional requests for information, I have never known or heard of a federal agency collaborating or discussing releasing or withholding documents with White House officials. The Commerce Department’s collaboration with White House Deputy Counsel Mills on these matters was, in my experience, highly irregular and at variance with normal procedures. During the time period at issue, many of the same documents were being sought by several entities, including Judicial Watch, Inc., congressional committees, grand juries, and others. It is my belief and recollection based on my knowledge and experience that these interactions with Ms. Mills, as well as other practices, delayed and corrupted the Commerce Department’s response to Judicial Watch’s FOIA requests." Stewart further notes that, notwithstanding a December 1998 order by Lamberth directing Commerce to review its compliance with Judicial Watch FOIA requests, the order was ignored despite being brought directly to the attention of then-Commerce Secretary William M. Daley, who now is the top campaign official for Vice President Al Gore. "In my role as Commerce FOIA Director, I have reviewed Commerce Department documents showing that Commerce Department officials offered to contact White House official Bruce Lindsey concerning the vetting of participants, such as James Riady of the Lippo Group, in trade mission events led by late [Commerce] Secretary [Ron] Brown," Stewart states. "I have also reviewed Commerce Department documents which show that Commerce officials did coordinate with White House official Doris Matsui concerning potential participants in trade mission activities, and that Commerce Department officials considered support for the President and Democratic Party during their review." Stewart also confirmed earlier sworn statements by Nolanda Hill, a former close confident of Brown, that there were secret letters and memos that have been described to her concerning trade missions and political donations. Hill’s statements had been generally discounted or otherwise discredited by the press and/or the White House. This was partly due to her close association to Brown and legal troubles she once experienced; the failure to "find" such incriminating evidence also cast a pall over Hill’s allegations. With Stewart’s stunning statement to the court, however, the Hill allegations are sure to be revived and certainly will raise substantial questions about both Clinton and Gore, as well as their aides, in the largely overlooked scandal of alleged illegal quid pro quos concerning U.S. trade trips and political giving. These allegations were soundly denounced by Clinton/Gore spokesmen, officials at the Commerce Department and White House aides. But the new evidence from Stewart could have not only broad political implications but grim legal consequences. Judicial Watch Chairman and General Counsel Larry Klayman tells Insight that Stewart’s sworn statement is the "smoking gun" document that could break loose long-sought but never delivered documents about the trade trips. He also said that all previous statements, depositions and under-oath comments to congressional and federal law-enforcement investigators now should be reviewed to determine if they are in conflict with Stewart’s sworn declaration submitted to Judge Lamberth. Calls at press time to the White House and the Commerce Department for response were not returned. Members of Congress and senior federal law-enforcement officials contacted by Insight all expressed shock at the allegations raised by Stewart. "If true, people may well go to jail," said a federal law-enforcement source who has worked on a number of the campaign finance-related issues.
