Special Counsel John Danforth
Office of Special Counsel
200 N Broadway 15th Floor
St Louis, MO 63102

Dear Mr Danforth,

Your Office of Special Counsel appointed by the U.S.
Attorney General to investigate Waco and the 1993 Waco
FLIR should make the full FLIR videotape and the Vector
Data Systems (VDS) report -- which were paid for by the
public -- available to the public over the Internet. Both
the FLIR and the VDS report, which your office authorized,
are on CDs (digitized) and thus could be posted to your
website. [1]

Your interim report asks the public to agree with your
conclusion that the FLIR shows no gunshots and yet it does
not contain any of the actual evidence that you needed to
come to that conclusion. [1] I do not see why the public
should be asked to come to a conclusion about the FLIR
without having the same access to the FLIR and VDS report
that you had and needed. Considering that this material
exists in a computer-file format, is there any reason why
this important public property cannot be made available
to its owners over the Internet?

I agree with your conclusion that the Waco FLIR flashes are
reflections, [2] however, I was only able to believe that
after I acquired a good copy of the Waco FLIR. It therefore
seems to me that those who are still concerned that the Waco
FLIR shows government gunshots and who do not have access to
the entire FLIR and VDS report should not be asked or
expected to accept mere words of denial from a government-
appointed office, such as those in your report.

Mr Danforth, please address public concerns about the 1993
Waco FLIR by making the full FLIR and the full Vector Data
report -- which were paid for by The People -- available to
The People over the Internet so that they are given the same
opportunity you had and needed to come to a conclusion about
the Waco FLIR. This would define your report as a good-faith
effort to address public concern; and moreover, it would
give the public what they need to agree with your findings
regarding the Waco FLIR.

Thank you sir for your time and attention.

Sincerely,

Ian Goddard
